Probable cause of the scandal
Dr. Herbert "Bistek" Del Rosario and Dr. Hayden Kho are both members of the Zeta Beta Mu Fraternity, duly recognized fraternity of the UST Faculty of Medicine and Surgery, and both were Resident Physicians of the Makati Medical Center (MMC). Dr. Kho had a short-lived career in Dermatology while Dr. Del Rosario is currently in Pediatrics.
The reason behind the deception and revenge was this, Dr. Kho apparently courted Dr. Del Rosario's girlfriend while in a relationship with Dra. Vicky Belo.
The courtship prospered and the two had a short-lived relationship since the unfaithful/adulterous relationship was known by both parties.
At first Dra. Belo was doubtful about the hearsay until she got the confirmation from Dr. Del Rosario. He also mentioned to Dra. Belo that the proof to Dr. Kho's infidelity are his numerous videos that are stored in Dr. Kho's laptop.
With this information in mind, Dra. Belo handed the key to Dr. Kho's condominium unit with specific instructions to get the videos which would prove such acts.
So most likely the motive was indeed REVENGE.

Dra. Belo was not aware of the infidelity at this point in time, but there were already rumors circulating.
At first Dra. Belo was doubtful about the hear-say until she got the confirmation from Dr. Del Rosario. Bistek was like a child who's toy was snatched from him. He also mentioned to Dra. Belo that if she wanted proof, he can show her the sex videos of Dr. Kho with other women. The only thing he needed from Dra. Belo was access to Dr. Kho's condominium unit.
With this information in mind, Dra. Belo handed the key to Bistek with specific instructions to store a sample of the said videos which would prove his allegations.
So most likely the motive was indeed REVENGE.
With regards to the involvement of Eric Chua, maybe he was just the middleman, the convenient medium in disseminating this sex videos.

With these information at hand, the most likely person to commit such unethical act is Dr. Del Rosario.
And revenge is the likely force behind the act.
If it were Dra. Belo, why would she be coming back to Dr. Kho's arms?
Truth: They had reconciled their differences last December contrary to the news that they just had recently patched up with each other.
If it were really her (according to Eric Johnston Chua), it would have been a careless unintentional decision.

My message is to the Senate of the Philippines from a very concerned citizen that lives here in the United States:
Why the hell you are so concerned about personal matters? The way to deal with this is learn to live with it and move on or stop your life until all Filipinos are buried with shame (the second choice is darn stupid). When will these senators actually do their jobs and think of resolving public issues like improving the lives of Filipinos instead of digging into some worthless individuals personal issues. Leave them alone Senator Bong Revilla. The more you talk about it, the more it’s gonna grow and the right way of helping these two people out of this is to stop talking about this whole damn thing. Senator Bong Revilla, can you do the Filipino people some favor, DO SOME WORK! The taxpayers are paying you to do your job well not this kind of work. You act like you are holier than thou and concern about protecting women’s right? Why not then put up an institution that will protect the abused children in the Philippines? These two I must say are both ADULTS and they both chosen to engage themselves in that serious act. Those abused children, dear senator, they did not chose to get abused. I am a woman myself, I can understand how Katrina feels but it’s not like she did not consented into it. She as an adult acted in such manner by HER CHOICE. The abused kids did not. well explained...lesson learned na lang tlga for everyone! it was an immature thing for hayden to do such things, but the involvement of every girls he had was a choice. It just happened that the act of dr. del rosario to take revenge placed everyone in a scandalous position, but of course, he should handle things more intelligently, and more fair...With the rest involve, i honor you for admitting the sin and asking for forgiveness. Each of them were victims, i just hope they could find peace after the fall. For Maricar Reyes, i pray for you to be very strong, you don't deserve to be judge. It was clear what you had with Hayden back then and everything supposed to be a private time, if not because of Chu & Del Rosario's unfair judgement.
