University Grant Commission constitueted the VI Pay Review Committee to recommend improved pay structure and other allowances and facilities for teachers in colleges and universities of India. Purpose of this whole exercise was to rope in the talent to teaching field and retain them in future in the same profession. The committee submitted its report on October 3, 2008. India is realizing the fact that investment in education sector today will pay tommorrow. However, top brasses in Indian heirarchy always fail to understand it and do something that makes mockery of all the visions and future plans.

As per the media reports, the Committee recommended an increase of more than 70 per cent in pay and allowances for the teachers. However, this increase was not uniform across the board. For certain posts, the proposed hike was more than 90 per cent and for some less than 30%. The UGC panel, headed by Prof G K Chadha, submitted report to the UGC chairman Prof Sukhadeo Thorat. According to the report, a faculty member will join as an assistant professor, not as a lecturer as earlier. The teacher at the entry level will be entitled for a grade pay of Rs 6,600 and will draw a salary between Rs15,600 and Rs 39,100 (See the report highlights). A lecturer's pay scale at present is between Rs 8,000 to Rs13,500. For assistant professor, assistant professor (senior scale) and assistant professor (senior grade), the pay scale will be between Rs15,600 and Rs 39,100 while the grade pay will vary. A teacher will be entitled for annual increment of three per cent of the basic salary with compounding effect. Teachers with good performance record can get four per cent annual increment. The committee has recommended a new band pay between Rs 37,400 and Rs 67,000 for professors against the existing scale of Rs16,400 and Rs 22,400.

Newly recruited Assist. professors entering to education field were given good deal and the senior faculty serving as Professors  got more than the expected in the report. On the other hand, the teachers in existing pay package of 10000-15600 (Assist. Professors, SS) and 12000-420-18,300 (Associate Professors/Readers) were proposed to be designated as Assist. Professor (SS) and Assist. Professor (SG) with same pay package (different grade pay) as the new entrants. Assist. Professor (SS) were placed in same scale after serving 4-6 years as Assist. Professor and will accumulate 4-6 increaments. Besides this they will have a gain of Rs 600 in grade pay wheareas a new recruit with five increaments will get almost same or more pay than Assist. Professor (SS). Erstwhile Associate Professors/Readers were proposed to be fixed in the pay band 15600-39,100 pay band whereas the UG College Principals of the same scale were proposed to be fixed in the pay band of 37,400-67000. UGC Pay Panel  favored the Professors by increasing their grade pay that should could been fixed to 10,000 as per corresponding pay band in 6 CPC scheme but  upgraded to 11,000. Special favor was shown to professor by placing them in PB 4 with a higher GP than given by 6CPC. Existing scales of readers and professors do not have corresponding old scales in 6CPC and is a merger of two scales. While implementing the 6CPC report the Govt. has upgraded the existing pay scales ending with 18, 300 to Pay Band - 4, though 6th Pay Commission has proposed it to stay in Pay band -3. Why has the UGC pay panel has proposed teachers drawing pay in the existing pay scale of Rs 12000-18300 to be fixed in the pay band -3. Although UG Principals placed in the existing pay scale of Rs 12000-420-18300 has been proposed to be fixed in Pay Band-4 (Rs 37000-67000), why not the teachers of the same scale have been proposed to be fixed in Pay Band-4?

This showed that PRC failed to do justice with readers /associate professors. .Perhaps none of the PRC member was aware that most of the teachers promoted to Assoc. Professor/reader promoted to the scale of 12000-18300 in the year 1998, will be stagnating in the revised pay structuture. the revised basic Pay of 90% of Assoc. Professors would be nearing end of the proposed pay band i.e Rs 39100 on July 2008. Hence most of the teachers will reach end of the scale before it get implemented.

As soon as the report was made public, protests were made by different teachers associations and memorandum were submitted to UGC. Grievances of suffering teaching communities were highlighted by this blog. Thousands of teachers made their protests against the injustice. Efforts were made to find out the solutions and several suggestions were put for voting here. These suggestions and opinions of teachers were forwarded to UGC and MHRD.

The UGC furnished its recommendations on 10th October, 2008. An Empowered Committee was constituted on 10th October, 2008 and based on its recommendations, the proposals formulated by the Ministry were considered by a Committee of Secretaries in its meeting held on 5th December, 2008. Cabinet approved the pay proposals on 15th December, 2008.

As per the information gathered from different sources, UGC recommended PB IV to readers/associate professors while submitting it to MHRD. The Empowered Committee made certain modifications in the report. 

As per a report published in the "Telegraph", the HRD ministry also has shown its concerns over the recommendations. Some officials said the finance ministry could object to the over 200 per cent hike in the salaries of vice-chancellors.“The primary objective of the pay review is to attract young, talented teachers to the profession. They need to be paid well. High salaries for VCs aren’t required. Those interested would queue up anyway,” an official said.

PIB release of MOS, MHRD in Lok Sabha revealed that readers/associate professors would be eligible for PB IV after putting 3 years of service in AGP of Rs 8000. However, its a matter of suspense whether they will be automatically placed in PB IV or ahve to be assessed for their suitability.

I was talking about promotion from Reader to Professor not clause 6.4.12.

For clause 6.4.12, only solution is to give pb4 to all pre 1.1.2006 Readers latest by 1.1.2006.

1) what was your basic pay on 1-1-2006 or on the date you actually joined in NIT?

2) When did you join in 10000 scale? give date. what was the basic pay fixed on that date?

3) what is the date you got your Ph.D.

As Dr.BJK says these hub pages should aim at putting an end to the unfair deal for Readers/SGL in the pre 1 1 2006 scale 12000 420 18300 which is a selection grade for Officers in the Collegiate and University Educational service /Teaching in Colleges /Universities.The Selection Grades in the All India Services and Central organised services ie 14300 400 18300 and 15100 400 18300 are revised to PB4 by 6CPC wef 1 1 2006 WITHOUT ANY RIDER CLAUSE. Then why the Readers/SGL scale which is superior to the two scales of All in4ia services and Organised central services is revised to PB4 with strings attached?. In the same land College teachers are made to look inferior to corresponding Group A service holders?

The irony of the fact is that HRD boasts it has made the pillars of higher education stronger.

Had a retd Supreme court judge been appointed as the chairman of the Paycommission (UGC) things might have moved smoothly and justice might have been done to all in the College/University teahing service.

May wisdom and sense of justice dawn in the minds of the present officials responsible for wanton chaotic confusion.

I am a NIT faculty. Can any one tell me how advance increments for people getting PhD in service calculated?

I got my PhD in the month of Aug.2008.I was a senior lecturer at a scale of 10000-325-15200 then . I WAS GIVEN TWO INCREMENTS AT THAT TIME.

NOW WHEN THEY fixed my pay as per 6th PC ,they calculated it as follows

MY Basic pay with AGP of 7000 in the revised scale as on July 2008 was 28650 .

They found corresponding to 10000 (prerevised minimum basic in the senior lecturer scale),the new basic using fitment table 2 of the Letter No.F.3- 112009-U.1 issued by Government of India,Ministry of Human Resource Development

(Department of Higher Education) dtd.4th June 2009.The new basic corresponding to 10000 old min. basic is 18600.They calculated Total incremnts as (18600+7000)*0.03*No.of advance increments .This was added to the sum total of Basic+AGP as on JULY 2008 (i.e.28650 )to calculate my (Basic +AGP) for the Month of Aug 2008.When I asked with our office staff doing pay fixation regarding this ,they said this is what meant by noncomounded increments.

But as I understand from MHRD notifications, my Aug 2008( basic+AGP) should be equal to 28650+28650*0.03*No.of advance increments for getting PhD in service.

Am I right?Please someone clarify this.

Nowhere in the MHRD notification it is written that increment to be calculated on minimum in the scale.And 18600 is not a minimum in the scale of PBIII .As per my knowledge,the fittment tables to be used for fixing the pay on 1-1-2006.But not after that.

If let us say in future a person in PBIII who is a Assistant Professor with AGP 7000 gets PhD in service,how will they fix the advance increments for him.Will they refer the fitment table?Or will they calculate it on 15600 basic which is the minimum basic in PBIII? I strongly sense that the calculation done in our institute for advance increments for acquiring PhD in service is not correct.Am I right? If not please let me know how is it done in other universities?

As usual I am repeating like a parrot.Follow the norms of SriKrishna commission (6CPC)Just as IAS, IPS and Alllied services Pre 1 1 2006 Scales (14300 400 18300and 15100 400 18300) have been revised to PB4 wef 1 1 2006 the scale 12000 420 18300(Pre 11 2006 scales of SGL and Readers)should be revised to PB4. I will go even to the extent of urging that those Readers who were placed above 14940 wef 1 1 1996 by virtue of their length of service as Reader/SGL in the pre 1 1 1996 scale 3700 to 5700(more than 8 years )should be in PB4 wef 1 1 2006 at least 3 stages above 37400 because they were in the higher segment 14940 420 18300. Hope UGC/HRD becomes wiser and more prudent by doing this. This is as per the laws of the land and this fully falls in lines with the directive principles of the Indian constitution drafted by great men like Dr.Ambedkar, Allady Iyer and K.M.Munshi. Hope honourable Minister HRD Kapil Sibal , himself being a reputed person from legal profession will set things right.Let us all bear in mind that just as Soldiers defend the nation from the enemies, College teachers defend the nation from the darkness of ignorance.

Its more than a year since Prof. Chaddha has given its report and we are still waiting for our pay to be fixed as per the 6 pc recommendations. At the best in some institutes pays are fixed in an adhoc manner subject to UGC regulations.

If you compare this with 6pc for central government employees, pay commission submitted its report in march and it came into effect from 1st September 2008.

On one hand Government resolved the anomalies in pay fixation of wide range of employees, from Peons to IAS, from Sepoy to Generals in just six months. On the other for University teachers they are still debating even after one year since Prof. Chadha has submitted its report.

This only shows how government cares for teachers. There is no willingness on the part of government to give teachers their due.

Dear Harish,

If the residency period of three years is not made applicable to incumbent Readers and Lecturers Selection Grade (which is a right and just decision, then others presently in AGP 6000/7000 and those will be recruited in future also shallbe equally treated, i.e., without having to stay for 3 years in AGP 8000. In fact AGP 8000 shall become infructuous and non-existant. GOI can not treat equals as unequal.

In fact this is what is bothering UGC and MHRD and most of all the decision makers. The delay is due to that. The present AGP 6000, 7000 and the future recruits as of now are made to wait for 12 years with PhD and that is a great injustice.

Every incumbent techer and the future recruits should be given AGP 9000 in just 9 years at the most without riders. As a Cenhral Government Employee is assured of three promotions similarly teachers also shall be extended such conditions otherwise it will be a violation of Constitution of India.

Let us hope, wisdom dawns on those who are at the helm of affairs.

Definitely it must be reduced from 14/13 years to 11/10 years.(in CAS)

reason In the new scale

basic of 8000 is equivallent to AGP-6000

basic of 10000 is equivallent to AGP-7000

if basic of 12000 is made equivallent to AGP-9000

for the senior i.e lecturer(SG) without retaining for 3 years in that scale(AGP-8000) then why assistant professor (newly designated) with AGP-7000 today should be forced to stay at AGP-8000 for three years in the new scale.

if it is so then lecturer(SG) or assistant professor/reader (in the old scale)with the basic of 12000 should be given out AGP-9000 only after their retaintion of three years in the AGP of 8000 .

otherwise it is a due unjustice to the junior.

If lecturer(SG) with 12000 basic will be offered pb-iv directly then how much time a newly recruited person without Ph.D has to wait to reach upto the post of associate professor.It is asked due to in previous scale person has to spend time of 10 years toreach upto the scale of 12000 under CAS.so will this time also be reduced for the newly recruited facultis also.

Once again this hub demonstrates that teacher's biggest enemies are their own colleagues. Some colleagues can not tolerate that their juniors will get Professorship in 3 years whereas they will get it in 6 years. They forgot that around 25-30 years back there was no CAS. Upto 5th CPC it was 8 years. Every pay commision changes the service conditions and its always the new recruits who get the maximum benefits. With these kind of sadistic arguements, teachers service conditions will never improve. Do seniors offered to wait for one more year when 5thPC increased the number of years of service as Lecturer to become Reader under CAS from 8 to 9.

I see no flaw in juniors getting promotion in 3 years whereas seniors getting it in 6 as long as seniority remain intact. This will be a temporary phase after that everyone starts getting in 3 years.

Dear Friends,

Two things which I have observed is that: (1) The Direct Recruited Readers want to have PB-IV who are appointed after 2006 from their date of appointment

(2) The CAS readers who have also undergone full process and as my colleagues have stated that they have gone much more rigourous process (Review byexperts of their performance for past few years, a duly constituted and UGC nominee represented interview etc) and these readers selected after 2006 again had to wiat for 3 years to get PB-IV and the SG Lecturers who are also struggling to get their right.

All the three categories I feel or correct in their view points and should be given PB-IV (37400 scale) immidiately from 01.01.2006 which is the date of impelemetnation of 6th Pay Scales.

I don't think there should be any difference in opinion regarding direct/indirect/SGL/CAS, because nowhere from 5th Pay Commission till now to 6th Pay Commission there is any difference between CAS and Direct Recrutment all have to go through the specified selection crtieria and as such no one is superior or no one in infereior it has been calrified in the 73 rd page of UGC's 5th Pay Commission Rules regulations.

So my dearest Associate Professors we are all sailing in the same boat and in the same water and we should put up our fight unitedly without giving any way to the differences which are being coming up time to time.We are simply Associate Professors and should get PB-IV and 37400 scale from the date of appointment as Associate Professors or REaders this is our struggle.

Therefore, the number of posts are very few compared to the opportunities available to post - graduates with NET or for fresh Ph. D's. The direct recruitment at the Associate Prof Level benefits very promising and hardworking Ph. D.'s who had spent extra years in doing research in India or abroad and moreover this attracts them to take up careers in Universities.

Currently they are (Direct Readers) at a disadvantageous position and get less salary (deprived of increments) compared to a colleague of the same batch entered career soon after Masters and took an in service Ph. D.

Therefore, the number of posts are very few compared to the opportunities available to post - graduates with NET or for fresh Ph. D's. The direct recruitment at the Associate Prof Level benefits very promising and hardworking Ph. D.'s who had spent extra years in doing research in India or abroad and moreover this attracts them to take up careers in Universities.

An after thought:

Although I may have sounded otherwise earlier, I have full support for parity between CAS and dirctly recruited assocaite professors. I do not see any problem for those recruited after 1/1/06. For those recruited between 2003-2006 a special provision could be made. In any case CAS promotion for professorship will still have to go through selection committee, so any intra-departmental anomaly can be corrected there. But it would serve no one's purpose by making 3 years to six years ((associate professor) to be eligibile for professorsip. This would be a suicidal self goal as has been demanded by IIT's and take away most promising part of 6PC.

This hubpages devoted for LSG and Readers seems to have been propmoted to Readers and Professors in the last two years! No conditions and stipulations! Only mere particvipation adn expressionof ideas, sufferings, suggestions and thought of unity+fight+grit.

Therefore, juniors (Lecturers, Lecturer Senior Scale also should participate fearlessly and express their grievances that need attention.

Also teh Indian Guru base offers more freedmo to communictae with one another. Please give it a try. Already there are 16 members in it!

Poll Analysis: In teaching communities view the responsibilities lies with UGC for all the delay in release of fitment tables and implementation of revised scales. Sixty percent teachers believe that it is due to inactiveness of UGC. The most surprising fact shown by this poll is that only 20% believe that MHRD is responsible for the delay. When educated people are so undecided what do we say to illiterate people. However, comments posted shows that all the hindrances are being created by committees formed by MHRD to settle the things.
