UNIVERSITY GRANTS COMMISSION- UGC has given pay order for Revised Pay Scale of Readers and Professors Under Merit Promotion Scheme; which says that The MPS readers who are in pre-revised pay scales of Rs-3000-5000 (revised to 10000-15200) will be given revised pay scale of 3700-5700(revised to 12000-420-18300) with effective from 1.1.1996 who fullfill the conditions under scheme notified by Govt. on 27-7-98 for career development of post of reader section grade.
The readers under MPS who did not got Ph.D may be given an option to reatin readers designation in pay scale 3000-5000(revised to 10000-325-15200) or they may get their designation changed to lecturer - selection grade in pay scale 3700-5700 (revised to 12000-420-18300.

Sir, this august House has expressed its concern, from time to time, for the need to strengthen the quality of higher education in the country. One of the critical factors affecting the quality of universities and institutions imparting higher education, is our inability to attract and retain young and talented persons to the teaching profession, leading over a period of time to shortage of teachers in central as well as state universities and other higher educational institutions. It is estimated that in Central Universities and constituent colleges thereof, approximately twenty-five percent of posts of teachers are lying vacant. Vacancies in teaching posts in State level institutions are known to be even higher. As a sequel to the 6th Central Pay Commission, the University Grants Commission (UGC) had constituted a Pay Review Committee under the Chairmanship of Prof. G.K.Chadha, Member, Economic Advisory Council to the Prime Minister on 6th September, 2007 for recommending, among other things, the ways and means of attracting and retaining talented persons in the teaching profession and furtherance of research in the University system. The Committee submitted its report to the University Grants Commission on 3rd October, 2008 and the UGC furnished its recommendations on 10th October, 2008. An Empowered Committee was constituted on 10th October, 2008 and based on its recommendations, the proposals formulated by the Ministry were considered by a Committee of Secretaries in its meeting held on 5th December, 2008. I am happy to inform the House that Ministry’s proposals have since been approved by the Cabinet on 15th December, 2008. I also take this opportunity to share the important features of the revised pay scales and service conditions for teachers in Universities and Colleges as approved by the Government:
(i) There shall be only three designations in respect of teachers in universities and colleges, namely, Assistant Professors, Associate Professors and Professors.
(ii) No one shall be eligible to be appointed, promoted or designated as Professor, unless he or she possesses a Ph.D. and satisfies other academic conditions, as laid down by the University Grants Commission (UGC). This shall, however, not affect those who are already designated as ‘Professor’.
(iii) In place of “Grade Pay” as applicable to Central Government employees, the term “Academic Grade Pay” (AGP) shall be used for the teachers and equivalent positions. Different Grade Pays of Rs. 6000, Rs.7000, Rs. 8000, Rs.9000, Rs.10000 and Rs.12000 have been approved as AGP for teachers and equivalent positions.
(iv) Higher Academic Grade Pay of Rs. 6000 has been recommended for all Assistant Professors at the entry level so as to make it more attractive compared to the entry level Grade Pay for the Civil Services and other professionals under the 6th Central Pay Commission. (v) Five non-compoundable advance increments shall be given (as against 4 at present) at entry as Assistant Professor for the degree of Ph.D. obtained in the relevant discipline and if the same is from a university complying with the process prescribed by the UGC in respect of enrolment, course-work and evaluation of the degree of Ph.D. At entry level, teachers possessing M.Phil or post graduate degrees such as M.Tech/LL.M etc., in the relevant professional courses as approved by the relevant statutory councils shall be given 2 non-compounded advance increments. Those who acquire these degrees in the relevant discipline while being in service shall be allowed three non-compounded advance increments for Ph.Ds and one increment for M.Phil or post graduate degree acquired in the relevant professional course such as M.Tech/ LL.M. etc.
(vi) For the first time ever, posts of Professors shall be introduced in both under-graduate and post-graduate colleges. The number of posts of Professors in UG Colleges shall be 10 percent of the number of posts of Associate Professors. There shall be as many posts of Professors in PG Colleges as the number of Departments.
(vii) 10% of the posts of Professors in universities shall be in higher Academic Grade Pay of Rs. 12000 with prescribed eligibility conditions.
(viii) NET shall be compulsory for appointment at the entry level of Assistant Professor, subject to the exemptions to Ph.Ds in respect of those persons obtaining the award through a registration, course-work and evaluation process, as have been/ or may be laid down by the UGC through its regulations, and so adopted by the University. NET shall not be required for such Masters’ programmes for which NET is not available. (ix) Those who are presently working as Lecturer (Selection Grade) or Reader shall continue to be so designated till they become eligible for the post of Associate Professor. (x) Parity between teachers and the Librarians/Directors of Physical Education shall be maintained, except for the age of superannuation, which for Librarians/Physical Education personnel shall continue to be 62 years.
(xi) Though the posts of Registrars, Finance Officer, Controller of Examinations, Deputy Registrars and their equivalent posts were not within the purview of the Pay Review Committee of UGC, their pay scales have also been decided by the Cabinet.
(xii) According to the past practice, financial assistance will be provided by the Central Government to the State Governments which may opt for these revised pay scales, to the extent of 80% of the additional expenditure involved in the implementation of the revision for the duration from 1.1.2006 to 31.3.2010, subject to the condition that the entire pay revision/ pay scales package scheme, together with all the conditions laid down in this regard by the UGC by way of Regulations, and other reform measures are implemented by the State Governments as a composite scheme. However, the State Governments shall be free to implement revised scales of pay from a date later than 1.1.2006 and also to prescribe higher scales of pay, depending on their local conditions. However, the Central Assistance shall be limited to the UGC scales of pay and only for the period ending on 31.3.2010. (xiii) While the revision of pay will take effect from 1.1.2006, the allowances (except DA) and advance increments etc. shall take effect from 1.9.2008.
(xiv) All prescribed requirements of Selection other than those mentioned above shall continue to be applicable.
Under the revised Scheme, Assistant Professors have been placed in the Pay Band of Rs. 15600-39100 entering at the AGP of Rs. 6000. A teacher with a Ph.D.degree can move from the post of Assistant Professor to Associate Professor after completion of 12 years of service as Assistant Professor, spending 4 years at the AGP of Rs. 6000, 5 years at the AGP of Rs. 7000 and 3 years at the AGP of Rs. 8000. Teachers with M.Phil and those with a post graduate degree in a professional course entering as Assistant Professors can become Associate Professor after 13 years of service. Those with neither Ph.D. nor M.Phil. etc. shall qualify to become Associate Professor after 14 years of service as Assistant Professor. The Associate Professors have been placed in the Pay Band of Rs. 37,400-67,000 with Grade Pay of Rs. 9,000. While, under the existing scheme, teachers without Ph.D. could rise up to the post of Lecturer (Selection Grade), they can now go up to the level of Associate Professor, based on the prescribed selection process.
As against a period of 17 years for a teacher possessing Ph.D. at the entry level to be eligible to become Professor through selection, the present decision of the Government would enable them to be selected as Professor after 15 years.
A teacher with 10 years as Professor would be eligible to be considered against 10 percent of the posts in the higher Academic Grade Pay of Rs. 12000.

Please let me know about the age of retirement for a person who is going retire on 31-12-2008. The UGC Committe recommented 65 Years for Teachers.
The Cabinet has apporved the UGC recommentations on 15-12-2008 so for no Order is issued from MHRD.
Will the above person can eligible for 65 years retirement. From which date it will come to effect.

Those Readers/SGLwho have crossed 14940 in the pre 1 1 2006 scale 12000 to 18300 must be deemed to be in PB4 with a basic pay 43000 and Grade pay 10000. This will be proper justice to Readers .Please remember that Radhakrishnan Committee introduced this designation in the Academic hierchy. If Govt celebrates teachers day in Sep4 Govt must also respect the Reader designation.

The draft UGC notification show that there exists some difference in the minimum pay of directly appointed principals' in UG colleges and those of Professors . The minimum pay of directly appointed professors are fixed at Rs 43000/ + Rs 10000 while the principals of UG Colleges who are appointed directly are not given this benefit and thus a lot of directly appointed principals may be fixed below Rs 43000/ and this is likely to cause some difference.
Though the notification issued by Ministry of Finance , Department of Expenditure , New Delhi, Dated 29th August 2008 (in section II at page 43) clearly states about the entry pay in the revised pay structure for direct recruits on or after 1,1,2006 in the pay scale of Rs 37400 - 67000 would be at a minimum of Rs 43000/ + Rs 10000 the UGC draft regulation of UGC notification has made some changes in fate of directly appointed Principals of UG Colleges . As per the notification of issued by Ministry of Finance , Department of Expenditure , New Delhi, Dated 29th August 2008 (in section II at page 43) , the directly appointed principals of UG colleges should have a minimum pay of Rs 43000/ ,+ a grade pay of Rs 10000 . otherwise they will remain deprived. Already the principals are at a losing end and the disallownace of the minimum entry pay for such principal will add salt to the injury.

It is humbly submitted before you the agony of the teachers working as eaders/Lecturers (Selection Grade) in service at Present as follows:
In the MHRD Notification page 3 Clause 2 (a) xi it is said that Readers/Lecturers (Selection Grade) in service at present shall continue to be designated as Lecturer (Selection Grade) or Readers, as the case may be, until they are placed in the pay Band of Rs.37400-67000 and redesignated as Associate Professor in the manner described in subclause ( x ) i.e for incumbent readers and Lecturer (Selection Grade) who have not completed 3 years in the pay scale of Rs. 12000-18300. As per your clarification given on the UGC Website you have mentiod that incumbent Readers/Lecturers (Selection Grade) will be placed as Associate Professor as and when they complete three years of service in the pay scale of 12000-18300. But the point regarding the Readers/Selecturers (Selection Grade) in service at present has not been clarified. It is the demand of the teachers that Teachers who have been awarded the designation of Readers/Lecturer (Selection Grade) even after 01-01-2006 and are going to complete three years in service in the pay scale of 12000-18300 in 2008 or 2009 should also be re-designated as Associate professsor as and when they complete the required three years of Service and should not be imposed any condition. This is because MHRD Notification Clause 2 (a) (xi) also suggest the same formula as it is for Incumbent Readers/ Lecturer( Selection Grade) who has not completed three years of Service in the pay scale of 12000-18300 on 01-01-2006. It is therefore requested to you that kindly clarify this point also adopt the same forumula for promoting the Reader/Lecturer (Selected Grade) in service at present as it is applicable for the incumbent Readers/Lecturer (Selection Grade) who have not completed three years of service in the pay scale of 12000-18300 as given in the clause 2 (a) (x) and as suggested in the Clause 2 (a) (xi) in the page 3 of the MHRD Notification. If this is not clarified then a teachers who has got the Reader/Lecturer (Selection Grade) say in Feb 2006 will be at disadvantageous position and just for getting the grade two months late he/she has to face lot of hardships and secondaly he/she will not have the ample time to cover the conditions put in by the UGC.We also request you to get the exemption from conditions for all Readers/Lecturer (Selection Grade) who has been placed in the grade of 12000-18300 till the date of notification of MHRD i.e 31-12-2008.
I hope you will fight our case and the true spirit of MHRD Notification will not be defeated

Readers retd before 1 1 2006 in the scale 12000 to 18300 must be deemed to be in PB4 with AGP 10000.It is just a matter of natural and legal justice. When one set of Academic community (UG College Principals) holding the same pre 1 1 2006 scale 12000 to 18300 can be in PB4 Readers deserve to be in PB4 with same AGP. Retd Readers who were placed at or above 14940 must be deemed to have a higher starting pay ( 37400+5 increments and proper AGP.) in PB4.

Readers retd before 1 1 2006 placed at a stage above 14940 in the scale 12000to 18300 wef 1 1 1996 are senior readers. They deserve a pension at 50% of 37400+5 increments in PB4+Grade pay 10000 wef 1 1 2006' .
When UG College principals placed at 12000 in the scale 12000 to 18300 even at 1 12 2005 can be in PB4 wef 1 1 2006 my contention is rather a demand than request.

Why the HRD is obstinate about giving up /omitting the rider clause " as on 1 1 2006 Readers/SGL who have put in......." will be placed in PB4 with designation Associate Professor".? It is very clearly made known by 6CPC tht any 5th pay commission scale with rate of increment 400or more than 400 and end up maximum 18300 is in PB4 wef 1 1 2006. It means that the scale 12000 to 18300 (420 as Rate of Increment) should be in PB4 only.There is no doubt that those Readers retd before 1 1 2006 at a pay higher than 14940 are Senior Readers and they are/should be notionally in PB4 wef 1 1 2006.
So HRD must send letters to this effect that those Readers retd before 1 2006 are notionally in PB4 wef 1 1 2006 so that they may be able to exercise the legitimate Pensionery option.
HRD has done justice to UG COLLEGE Principals who were in 12000 to 18300 before 1 1 2006. Then why the HRD is playing a game of double standards with Readers so as to damage the interest of pre 1 1 2006 retd Readers?
It is for the first time in the annals of Pay commission that one group of post holders are subjected to a special rider clause so as to be placed in the due PB which has been overtly ascertained by 6CPC.
A few Readers have crossed 70 and instead of making their life peaceful UGC/HRD is making it turbulent and this attitude in a democracy is unpardonable.
Even now UGC/HRD may correct their attitude . It is better late than be never.

The inordinate delay in implementing revised UGC scales in alomost all states is indeed frustrating. After a loud hue & cry across the country by higher edn. teaching faculty ,Prof. Chadda atlast finalized, submitted it to UGC. After careful follow-up done by Delhi university teachers, Punjab faculty& national union, the HRD finally threw the pay band parcel at the faces of the states. Some states art going to constitute Special Committees to study, implement in their respective states. God knows when the Degree/University teachers receive their new salary. I fear, most of the teachers shall receive the news & new package as arrears amount, over a cup of coffee, gossipping with his/her spouse, and taking a retired swing.
There are several Readers retd before 1 1 2006, soon after 1 1 1996. Because they were in the pre 1 1 1996 scale 3700to 5700 for nearly 9 years on 1 1 1996 they were placed above 14940 at a pay of 15360 and they retd soon after. They are really in the higher segment of the post 1 1 1996 Readers scale .ie 14940 to 18300 (Rate of increment Rs420). This scale by all means superior to 15100 to 18300 (Rs400 Rate of increment) This class of Readers who have earned 8 increments on 1 1 1996 and retd soon after should be deemed (NOTIONALLY) in PB4 wef 1 1 2006. Most of them retd from central Govt institutions like NDA and this notional PB4 will give them better pensionary option.
As per 6CPC this is a routine thing to be just mentioned because any pre 1 1 2006 scale having 400 or more than 400 as rate of increment and end maximum 18300 is revised to PB4 wef 1 1 2006by 6CPC.
The principle of pay revision in a welfarestate is to benefit retd members also.

Letter of implementation of UGC scale to central Govt institutions like NDA (under MOD) must clearly say that those civilian readers who retd as Readers before 1 1 2006 in the scale 12000 to 18300 after having put in more than 9 years of service as Reader (partly in 3700 to 5700 and partly in 12000 to 18300 as Senior Readers at a pay above 14940) are notionally deemed to be in PB4 wef 1 1 2006 so that they may be enabled to exercise their pensionary option wef 1 1 2006 as recommended by 6CPC.

There are several Readers retd from central Govt institutions( under UGC scale) before 1 1 2006.Some of them were placed in READERS/SGLSCALE FROM 1987 (3700 TO 5700). IN 1 1 1996 THEY WERE PLACED AT A STAGE ABOVE 14940 AT 15360 in THE SCALE 12000 420 18300. Since the above referred Senior Readers were never at any stage below 15360 they were in the scale 14940 to 18300 as Senior Readers. They retired soon after 1 1 1996.
These retd Senior Readers are governed by 6CPC Pension rules. They are at liberty to opt for 50% of the starting pay in the corresponding PB +AGP wef 1 1 2006. (PB4)
They have already put in more than 9 years as Readers partly in 3700 to 5700 (pre 1 1 1996 Reader/SGLScale) and partly in the higher segment 14940 to 18300 of the post 1 1 1996 Readers scale.
HRD /UGC must release to central Govt institution a special letter / add a special clause saying that such Senior Readers are notionally in PB4 so that they may avail of due better pensionery option with effect from 1 1 2006 as permitted by 6CPC. (Notionally because they were not in service on 1 1 2006)

The best way out for UGC/HRD to tide over the Anomaly crisis on the revision of pay scales for Readers wef 1 1 2006 is just to place all Readers/SGL in PB4.
This will solve all problems because this type of Revision is entirely in tune with the norms of 6CPC .
UGC/HRD has by separating Readers/SGL in the same pre 1 1 2006 scale into 2 groups one of having less than 3 years service as on 1 1 2006 and another of having 3 or more than 3 years of service , opened up a Pindoras box.
It seems UGC/HRD is not interested in the affected officers involvement in improving the quality of higher education, but sadistically enjoying the affected Readers knocking the doors of courts and dissipating energy in litigation.
Yet UGC/HRD boasts of raising the dignity of college teachers.It seems UGC/HRD is kidding the whole nation.
May wise counsel prevail on UGC/HRD.

By introducing a rider clause for pre 1 1 2006 scale holders (12000 to 18300 with RS 420 RATE OF INCREMENT) HRD/UGC has divided the readers/SGL community into 2 groups. One having less than 3 years to be in PB3 and other 3 or more than 3 years in PB4 . A very good method of dividing middle group teaching community. Is HRD/UGC aware of the fact that the scale 12000 to 18300 being a superior scale to 14300 400 18300 and 15100 400 18300 because of higher rate of increment must be in PB4 wef 1 1 2006?
Does HRD know that some Readers by virtue of more than 8 years as Readers in pre 1 1 1996 scale 3700 to 5700 were fixed at a pay above 14940 at 15360 on 1 1 1996 and they retd after a couple of months having put in total 9 years as Reader in pre 1 1 1996 and post 1 1 1996.? This fixation was done only on the basis of HRD/UGC letter of 1998. Why there is no mention of such Senior Readers who were in the upper segment 14940 to 18300 of the running scale? If they are placed in PB4 notionally wef 1 1 2006, as per 6CPC pensionary option recommended , they will get higher pension (being central Govt Officers).
UGC/HRD must take this problem seriously and do the needful.

Sir, I am working as a Reader from 18/01/2006 at I.P.G.T. & R.A. JUamnagar.So,i want to know my fixation.
Readeers retd before 1 1 2006 from central Govt institutions like NDA (MOD),who were placed above 14940 wef 1 1 1996 as per UGC/HRD letter of 1998 on account of their long service as Readers in the pre 1 1 1996 scale 3700 to 5700, retd soon after 1 1 1996. They were/are Senior Readers and they must be deemed to be notionally placed in PB4 wef 1 1 2006. This will enable them to go for a pension which is 50% of the starting pay in the corresponding PB4 + AGP wef 1 1 2006.
6CPC has given an option for central Govt pensioners retd before 1 1 2006 to go in for 50% of the starting pay in the corresponding PB4 +AGP wef 1 1 2006.
UGC/HRD letters of implementation of the scales to central Govt institutions like NDA must emphasise this fact.

College lecturers should have obtained their UG,PG and M.Phil. degrees as a regular student. Degrees bought through correspondence and by distance education should not be recognised for UGC pay scales. In Arts, cross major is a serious problem; it has to be studied by a commission. Some cross major PGs are teaching UG subjects that they did not study.

any one can say what is the promotion scheme for programmer. why programmer is not consider as a teaching faculty. In pay commision report , P.D(physical director, Librarian, deputy Librarian for all above said post the promotion scheme is there why no sceheme for programmer? Those post consider as faculty why not programmer?

Only way out to tide over the anomoly regarding Readers/SGL in the pay scale of 12000 420 18300 (pre 1 1 2006 scale) is to place them all in PB4 wef 1 1 2006.UGC/HRD has already done this for UGCollege Principals drawing 12000 420 18300 before 1 1 2006. UGC/HRD must release immediately an order that those ReadersGL retd before 1 1 2006 from central Govt institutions like NDA may be notionally placed in PB4 wef 1 1 2006 so that they may avail the 6CPC recommendation of opting for their pension as 50% of starting pay in PB4+AGP.

What is Thyagarajan Committe? For what purpose is it formed? Has it got something to do with readers/Selection grade Lecturers grievances?
