WC3 is actually the leader and perfect reference point to start when you want to learn about current web accessibility standards. W3C recommends using WCAG 2.0, instead of WCAG 1.0. Web Content Accessibility Guidelines 1.0 was published in May 1999 and WCAG 2.0 was published on 11 December 2008. WCAG 2.0 web accessibility standards are more precise and a lot easier to use with the advancement in technology through out the web.
