You made a great request but a pretty complicated one...where you looking for physical reasons (in which case, I'd have to pull out the old textbooks and that might take awhile), emotional/spiritual hinderances that might contribute, or personal stories? I've had experience with all three (not personal, just have the privilege of knowing a few people)...love to help if possible!

these are normal mestrual cycles but ovulation do not occur

I 2nd that - anovulatory cycles are what I'll look for 1st. And one basic cause is stress, either physical (too much exercise) or emotional. Both tell the ovaries now is a REALLY bad time to have babies. Get it?

Also think about your body's level of progesterone (the natural one, not the weird synthetic mix taken from pregnant mare's urine). If it's not enough it cannot PROmote GESTation, get it? It can get depleted by stress, neutralized through overexposure to xeno-estrogens (unnatural estrogen from the environment) and nutritional deficiencies.

Trying to deal with all these will take a radical lifestyle change for many women in industrialised countries. So I'll ask them: do you REALLY want babies? Do you want them enough to do what it takes? :)
