It's so simple, If there was 71% Land and 29% water on earth, there will be lesser aquatic and more terrestrial animals.

Also, people today, might only use sailboats rather than big ships. And wheeled vehicles rather than airplanes.

Another, land might be populated and water is already contaminated and polluted.

But if water is really lesser than land, people will have the so-called "body odor" and germs in their body. It' because, water is an essential body cleanser.

Or, just maybe there would be no humans on earth. Yup I am going to go with no humans and a vastly different species of animals altogether.

Currently, 71% of earth;s surface is covered by water and 29% is land. If this were reversed as the questions states, the remaining water (29% of the globe's surface) would probably evaporate so quickly  that there may be no life at all, unless some other source of water were available. This might be underground or above ground water holding takns for reclaimed water or artificially produced water. However, losing so much water (down to 29% of the surface) likley indicates a decline of breathable air and decline of gravity and the earth would be come a rock without some major intervention. Thsi comment come out too many times, so feel free to erase two of them!
