Poetic skill, articulation, substance, delivery, charisma, conceptuality, anunciation (we have to be able to understand what they're saying, right? are all essential qualities of being a great rapper. Commercial profiling aside and dealing purely with the aforementioned, I'll have to go with Jay-Z at no. 1, followed by T.I. The others listed have some of the qualities, but the 2 that i mentioned have them all in my opinion.
My Main Rappper Is Kanye at #1 For His Creativity and Delivery, and His Diversity. Tha Others Have Good Songs 2. But Lil Wayne Can Be Wack In Alot Of His Songs....Drake Is New and Fresh....Jay needs No Description He Jus Great, T.I. Is Tha Best Of Tha South

T.I. is the last true lyricist left in tha game...i love that he raps about real shit and not some bull about his money and cars..but you gotta give it up to weezy...hes got his swagger on a zillion and you cant knock him...eminem is just plain crazy when he rhymes, and you can feel his pain in his songs. i cant rank them, but those three are my top 3

With the many rap options available to us today its hard to say who is the best of the best... all bring their own unique charisma and style to the table, depending on who you are and how you judge the world around you, you either hate it or love it... IMO #1 is Jay Z he is the greatest and most well rounded rapper alive... #2 goes to lil wayne; although he's a stereotypical rap character and at times comes off a bit incoherent his off-the-wall creative lyricism makes him loved as a lyricist reguardless of his flaws... #3 is Kanye West, even tho his cocky crybaby attitude is sometimes completly ridiculous and out of place in the rap world his style and musical creativity makes him known as a true artist using a mic instead of a brush... and a close #4 has to be T.I. and Eminem; T.I. is the freshest from the south and brings a different new found glory to the south's reputation, however he has to share #4 with Eminem IMO because Em has shown us he hasnt faded into retirement and even tho most of the relapse is the same old shit from em's other albums his shit always has and always will be fire and he's shown us he still has that same lyrical genius... so my list goes #1 Jay, #2 Wayne, #3 Kanye, #4 T.I. & Eminem, and all the new artist like drake, cudi, tyga, wale, roth, etc. should not even be considered in the list seeing as how they just came out and still have a lot to prove! Drake is the most overrated rapper ever. He is such garbage. Just look at the lyrics to the song "the best I've ever had," he repeats the same word over and over again, and the chorus is one fucking line. He can't lay down one good track on his own. He needs Lil Wayne by his side to make his something.

From all these rappers you've mentioned above only Jay-Z and Eminem are one of the best rappers. Lil Wayne is a pop artist not a rapper if you ask me. T.I. is cool but Kanye West shouldn't be in the top 5 either.
And why you're mentioning The Game? He hasn't been active in 2009 has he.. Though he's a good rapper.

My pick are simple and to the point. Slim Shady, Drake, and Jay-z. Lil Wayne and T.I have done nothing this year to be even consider to 5 of 2009. The only thing that has worked for Lil Wayne this would be Drake. T.I is in prison he has done nothing musical in 2009. If Lil Wayne comes out with a album this year them just maybe.
