65I see.....
I have done about as mcuh research that i could do for the hub that I wanted to pass a bill. I see that people have concern about my thought of doing this only to help the animals was well..lets be frank about a failure. All though I have not said that it was okay for people to go and get an animal if they cant put food on the table for their own children...I was talking about those who already have dogs and yet still can not afford to take care of them. Also another thing is that they dont always euthenize the dogs if the owner cant afford the payment. That always happens when the dog doesnt get adopted while their in the pound. A rural shelter is known as a "Non-kill shelter", there the dogs pretty much sit till they find a forever home. A pound on the other hand euthenyzes the animal if their not adopted out in a certain amount of time. So maybe the idea was pretty much stupid, but to be honest I was willing to make a fool out of myself only to the help animals and even if the congressmen laughed in my face and told me that it was the most craziest and stupidest thing that he had ever seen or heard and throw me out in the street, at least i would feel better about myself for trying to make a change for the better good. Please do not get offended by me putting this hub up for I was only doing wht i felt in my heart was right. Also too.. your comments were your opinions and I respect it. So thank you for taking the time to read that hub and commenting it. And I tried to add the links and I dont understand why they didnt go through and would like to apologize for that.

Hey you deleted my comment. :-( I was trying to be helpful to your cause. I was just trying to add personal experiences with your ideal that people give up pets because they can't pay the bill. I don't get it...
Oh here's something new... Not all rural shelters are no-kill.
By deleting my last comment, you're setting a pitty hub without accepting other views.

What's crazy about that? Sounds like a great idea to me. Our nation has high rates of abuse towards children who are neglected and tortured by scumbags worth of being euthenyzed themselves. I would support this bill if I understand what your intention implies here. Anyone unfit or unable to care for a child has no right owning a pet.
There is a flip side to your cause here as well here. Our nation readily accepts stray animals and cares for them in shelters daily. Meanwhile our homeless population grows as there is not a readily available means to care for them. As I lovingly relate one of my favorite comedians skit here on the matter, I have to say that the cynical side of me agrees with his jokes. Why isn't there a service like the dog pound for our homelss population that rounds them up and provides medical care, feeds them, shelters them, cleans them up and gets them back on their feet again. And in if no one claims them in 10 days....
