Barack Obama and Joe Biden will help small businesses by cutting health care costs, improving access to capital and investing in innovation and development.
One of the most important issues facing the next president of the United States is how to improve the economy, and one of the most important allies in that task will be the small business owners of America.
According to the US Department of Commerce, small businesses employ about half of all private sector employees in the United States, and are responsible for 60-80% of net new jobs annually in the last 10 years. Small businesses pay about 45% of US private payrolls, and create more than half of private, non-farm gross domestic product. They produce 13 times more patents per employee than large firms.
Helping small businesses is vital to the health of our economy, and Barack Obama plans to do just that.
Tax Relief for Small Businesses
Barack Obama's small business plan includes tax cuts and credits to small businesses.
His plan will eliminate all capital gains taxes on small and start-up businesses to encourage innovation and job creation. He also plans to offer relief to self-employed small business owners who pay taxes both on the employer and the employee side by offering a $500 "Making Work Pay" tax credit to almost every worker in America, and wants to make the R&D tax cut permanent in order to encourage innovation.
Tax Relief for Individuals and Families
Why are tax cuts to individuals important for small businesses? Because individuals are the owners, employees, and customers of most small businesses. Simply put, cutting taxes to the middle and lower classes improves the economy because it puts more money into the hands of the people who are most likely to spend money on the products and services provided by many small businesses.
Barack Obama's tax plan will cut taxes to 95.5% of American families with children, and 81.3% of all households. Not only that, but it will cut taxes more than John McCain's tax plan for more than 60% of all taxpayers.
He would raise taxes on the two highest tax brackets (families making over about $250,000 per year, which includes 1.4% of small business owners, as well as some partnerships and Schedule C corporations) to 36% and 39.6% respectively, the same rate they were taxed during the Clinton years.

Health Care Reform
One of the major issues affecting small businesses is health-care reform. Many entrepreneurs lose their insurance coverage when they quit a previous job to start up a business of their own, and small business owners also complain that their employees are struggling to cover rising health care and insurance costs. This may not only lead to more out-of-pocket money for the business, but also to a weakened economy as customers are forced to devote more and more of their incomes to health care and insurance costs, rather than the products and services provided by small businesses.
Obama's health plan would set up a national public plan which would offer coverage similar to the Federal Employees Health Benefits Program and which would provide both individuals and small businesses with the opportunity to purchase low cost, high quality insurance plans.
His plan calls for a "pay-or-play" requirement for large companies, by which they would have to either offer coverage or pay a portion of premiums for their workers, or pay a percentage of payroll into the national public plan. Small businesses would be exempt from this requirement. However, small businesses that did offer insurance coverage for their employees could qualify for a refundable tax credit of up to 50% of premiums paid for employees. Obama's plan would also reimburse employer health plans for a portion of catastrophic costs paid by the employer, in order to reduce volatility and keep insurance costs lower.

Barack Obama plans to raise the minimum wage and index the rate to inflation. Although it has often been argued that raising the minimum wage hurts small businesses, there is strong evidence to suggest that in states with minimum wages higher than the federal level, job growth from small businesses actually increased more than it did in states who kept to the federal minimum wage, especially in the retail sector. The reason for this is probably higher productivity due to increased employee retention and savings on recruitment and training expenses. The number of small business start-ups also increased in states with higher minimum wages, at nearly double the rate of states who kept the federal minimum wage.
Raising the minimum wage also increases the amount of money in people's pockets, enabling them to buy more and improve the economy. The federal minimum wage increased in 2007, from $5.15 to $5.85, for the first time in over 10 years. The real value of the minimum wage, when adjusted for inflation, has been steadily declining since 1968, when it peaked at $8.97 in 2007 dollars.
Other Proposals
Obama's other proposals include plans to create a network of small business "incubators" to help start-up, particularly in rural and disadvantaged areas, to decrease discrimination in lending practices to women and minority small business owners, to provide tax credits for venture capitalists investing in small businesses and start-ups in rural and disadvantaged areas or working in the alternative energy sector, to provide emergency relief to small businesses hit hard by the rise in energy prices or reduced access to credit in the current economic crisis, and more.

Democrats are Better for the Economy Than Republicans
Finally, since Franklin Delano Roosevelt's third term, Democrats have simply been better for the overall economy, including small businesses and their owners, than Republicans.
Under Democratic presidents since FDR, GDP has grown an average of 4.4% annually, compared to 2.6% for Republican presidents. Employment under Democrats averages 3.0% growth per year, compared to 1.3% for Republicans, and unemployment rises under Republicans by 1 point, while falling under Democrats by 1.9. Although Republicans give greater returns on bonds, Democrats typically preside over greater stock returns. The S&P 500 averages in annual increase of 4.7% under Democratic presidents, compared to 2.9% under Republicans. Income inequality rises under Republican presidents, and lowers slightly under Democrats, though overall it has risen steadily under both parties since the 1960's.
In fact, the only major economic indicator on which Democrats fare worse than Republicans is inflation, but the record is far more mixed than on the other indicators. Eisenhower, Ford, and Bush, Sr. all presided over increases in inflation, while Truman and Kennedy's terms saw decreases.
For these and the other reasons laid out in this hub, I, as an employee of a family-owned small business (owned by my brother-in-law), support Obama.

George W. Bush passed on one of the biggest financial s***storms since the Great Depression; Obama will not simply be able to snap his fingers and will it to go away. It's going to take work, on his part and all our parts, and time.
Obama is putting forth ideas and strategies almost daily. I may not agree with all of them, but at least he is trying. Republicans are sitting back and publicly wishing for him to fail, without regard for the simple truth that if he does fail, America as we know it is OVER. No more economic powerhouse, no more superpower. As far as I'm concerned, Republicans have just proven once and for all exactly how little they really care about the American people, and America itself.

And I cannot debate that this all started on dubyas watch . But your research harkens back to a time when we were an Industrialized nation . And while we are at It lets throw Charles Rangel In there too one of the slimiest SOBs on the planet who also happens to write our 70,000 pages of tax code on the ways and means committee . But seems to have a problem paying taxes on his properties ,and problems paying taxes seems to be a recurring theme with the Democratic party !
I will say they should tax businesses that move their jobs offshore . However I think raising taxes on people that make 250k a year will not do anything to stimulate the economy except put a restaurant manager out of business and leave their staff on the streets . And while we are at It their Is one more group to blame US because we are so In love with our stuff that we are willing to buy shit we don,t need to Impress people we don,t care about .And bury ourselves In debt In the process . As well as predatory lenders and people knowingly buying homes they could not afford !
In conclusion I really like Hillarys Idea lets get another 900 mil from China and Saudi Arabia to give to Gaza . BRILLIANT !
Tony, I agree there is plenty of blame to go around on both sides of the aisle, and that Americans' addiction to debt and useless plastic crap also bears a significant part of the blame.
However, I have to disagree with you about the results of raising taxes on the wealthiest Americans. In the 50's and 60's the top tax bracket was taxed at a rate of more than 80%. More than *90%*, in fact, in 1960. Though not without its problems, that era had one of the lowest rates of income inequality and highest rates of personal satisfaction and happiness ever recorded in the United States.
The tax rate for the top bracket has declined steadily since the 70's, (precipitously under Reagan) and in the same period the quality of life for middle class Americans has remained steady at best, and in many cases declined. Not only that, the rate of income inequality has skyrocketed to levels not seen since the Gilded Age. Maybe you're comfortable with this state of affairs, or genuinely believe that CEOs paying themselves tens of millions of dollars in exchange for destroying their companies will somehow benefit your pocketbook as well. I am not so sanguine.
Kerry you are being naive . For starts Reagan did not come around till the 80s . And you seem to have completely forgotten that the only solution a democrat has to fiscal problems Is to raise taxes and by the way those tax cuts we are supposed to be getting are going to be offset by the cap and trade proposals that our President wants ,I have never bought Into the philosophy that the Govt will take care of us . "declined steadily since the 70's" includes the 70's, 80's, 90's and 00's, as would be perfectly obvious to anyone not looking for any excuse possible to poke holes in my argument. It's comforting to know you're forced to pretend you can't read to find something to attack. :D
My problem with libertarians is and always has been that you put too much faith in human nature. I don't have a whole lot of faith in government's ability to solve problems either, especially now, with so many politicians so deeply in the pockets of the very people whose selfish and irresponsible actions caused the current crisis. However, I believe it's the role of government to check the worst excesses of individuals (and corporations) and the role of individuals to check the worst impulses of government. Libertarians apparently believe that without government intervention we'd live in some sort of paradise of free enterprise, when in fact we'd end up with a bunch of monopolies destroying smaller and less powerful competitors, and the communities they supported as well, in an endless quest for maximum profit at any cost.
Kind of like what happened to our manufacturing base, in fact! You have third world countries literally fighting among themselves to see who can allow the most damage to environmental, human, and community health from companies that once gave the American middle class the best quality of life in the world. You can (and probably will) argue that excessive regulation drove them from America; I would counter that the alternative - unsafe working conditions, miserable pay, dangerous pollution, and more - is no America I'd want to live in. The problem isn't excessive regulation; it's corporate America's greed and obsession with perpetual economic growth at any cost.
Well Kerry I will leave you with this final thought . For one a liberitarian stand would be too bring military home ,and quit being the worlds police It does,nt work ! But to get back to your original argument most small businesses during good times would be In or above the tax bracket Obama wants . This Increase will kill restaurants ,plumbers ,flower shop owners and the like . As the social unrest Is starting to happen I believe you will see support for my viewpoint ,It Is already happening here In Calif . where I pay through the nose In taxes with reduced services as my reward by a democrat dominated Government for like the last I don,t know how many years ! Write this one down 2 years from now Martial law !

I purposely waited to respond to this Hub, wanting to let a little time go by first with Obama and the Dems in charge. So after the so-called "stimulus" bill, unemployment now almost 10%, cap and trade, and his wanting to increase taxes on everything that breaths to pay for his 1 trillion dollar health plan, do you still actually believe Obama would be better for small business owners? I personally know a dozen small business owners, I'm kinda one myself, and every single one of them detest what he's trying to do to them, which is put them out of business by raising their taxes. He's a socialist, my friend. Don't feel too bad though, he fooled a lot of people. But every day more and more people are figuring him out and seeing through his slick-talk, which is why his ratings are beginning to go down, down, down. It's called "Buyers remorse".
