Should Ph.D. be made an essential qualification for group A services in India
68Ph.D's shall be granted 5 advance increments if they join as Assist. Professor in colleges and universities under UGC scheme
Ph.D's shall be granted 7 advance increments if they are recruited as Assist. Professor in IIT
Ph.D's shall be granted as many advance increment as possible if they are recruited as Assist. Professor in .........
Not only this, they shall be promoted to next higher grade 2-3 years earlier than their non-Ph.D counterpart
Non-Ph.D. can not move further Associate or Assist. Professor depending on the organization they are working in...
Non-Ph.D's should not mind it if their colleagues performing similar tasks earn more money or moving fast forward by virtue of holding Ph.D degree
Do they mind it....
Definitely, they loose all the interest in their work. Organizations having discriminatory policies based on qualification should find ways to remove these anomalies by changing designations and also by assigning different tasks to staff having different qualifications.
Such kind of discrimination among staff members attaining more than 45 yrs of age will serve nothing good as these people have all the liabilities in the world and can not be expected to acquire a qualification at this juncture. Its true that age is no bar for attaining higher qualification but there are few realities/liabilities that make it difficult for a person to aspire for higher qualification.
Such discrimination is going to have long lasting effect on staff in colleges, universities, NIT's, and even in IIT's.
Why don't make Ph.D. an essential qualification for all who aspire to become taechers, or researchers.
What a person learn by acquiring a Ph.D. degree and how is it relevant to teaching, research and higher education?
If Ph. D. is made an essential qualification in professions like teaching, research and technical education, people without Ph.D. will go to other organiztion where Ph.D is not considered a barrier for promotion.
Basic question: Why an employee without a Ph.D. degree will work whole heartely when he knows it well that he'll not be promoted to next cadre as he'll not be considered for further promotion without possessing essential qualification.
This feeling is not deterimental only to physical and mental development of an employee but also to growth of the organization to which he or she belongs.
What's way out?
Make Ph.D. an essential qualification
Either remove the qualification barrier for existing non-Ph.D. employees in promotional avenues or adjust these employees somewhere else where qualification don't hold them back from performing their duties effeciently.

Whenever there is a dispute between government of India and employees (teaching, research, technical education)over the pay related issues, settlement always comes in the form of relaxation of few years as eligibility for promotion or few additional advance increments to Ph.D. degree holders. Nobody is concerned with its side effects on staff getting affected by such discrimination.
