The chance of your phone having an email facility is less likely on a less expensive model. If this is a function you need to have, it will probably be worth your while reconsidering as a cheap cellular phone will not be the type you require.

If you can afford a cell phone plan that provides a free phone, you may not need to search for an inexpensive model because the free phone may have a reasonable range of features. This is a viable option as cell phone plan deals happen all the time, especially when they want to make room for the latest models. A good deal like this means a poorer quality phone need not be an option you have to pursue.
