The search for a safe and fun venue for any graduation party is a bit tricky. It only takes a few incidents

Also, there is sight seeing. The ship should put into port on many of the days and you have the option to explore and take a guided tour.
It can all be just the most amazing experience.

For the graduation party night you do need to decide before you go on the theme to give guests a chance to pack a costume and the ship to be read with the decorations.
For the graduation part, no matter the theme, take photos to put on notice boards with stories below of the graduates and friends. Arrange congratulations graduates banners and graduation balloons at a minimum.
Costumes just need to fit in with the theme. Guests can make their best effort at it. One thing that would be fun is to wear distinctive clothing that says the graduate if they have strong style of their own.
