What do you think about a high school department head who doesn't know her subject matter? How can you have respect for that person as a leader when she does not understand the material covered at the lower levels of the department?

It happened to me. Mona was my math department head and did not know the basics of algebra 1. On a few occasions she stopped by my room and actually provided the students with incorrect information. One time she subbed for me. In her attempt to review a lesson I had taught, she took my 3-step simplified process and turned it into 6-steps and still managed to come out with the wrong answer.

Apparently the principal wanted someone submissive to lead the department as opposed to some actually qualified.
