"Global Guides" isn't really all that new of an idea. There have been guides on just about every continent in the world. But, most guides like to have an entire group of people, be on a strict schedule and have their tours somewhat rehearsed.
Personal tour guides are more of a one-on-one type of guide. If you want to know where hidden treasures are in a certain city, the personal tour guide should be acquainted with the area rather well in order to show you around. Other pros include having an intimate knowledge of the area you are traveling so that you can ask any question you want and be able to change your schedule according to impulse. Plus, if there is something specific you would like to see all you have to do is ask. It should be easy to make it happen.
So while Travel Guides and Tour Guides have been around for years, Personal Tour Guides are more of a vocation taking hold in the growing world of "Specialists" or "Experts." You can either meet them at your destination or pick them locally and take them with you. The specific terms are between the two of you.
A search on Google for "Global Guides" produces an interesting array of off the topic answers. "Global" is understood as a business term and "Guide" is commonly taken as a book of information like a guide to breeding dogs. So, being a Global Guide is often a misunderstood career term. But, that is what they are often called.
The main reason you would want a Global Guide versus a Travel Guide is the fact that you can find nooks and crannies within a city or a region that make your travel experiences all that much more fulfilling. When you hire a typical travel guide to give you a tour of the city, they walk you around and tell you all about the popular and common sites. But, a Global Guide can be asked to show you the best places to shop, the best places to eat and the best places to enjoy the culture. Rather than the famous restaurant everyone in the world knows about, you can dine in a momma and papa's restaurant that captures the essence of the city, country, culture, people...etc.
That's the real deal to think about!
