What you need first is a site.  If you are registered with Hubpages and you have at least one hub published then you already have you site and you may already be showing Google ads on you hub.  Google Adsense is where you will need to set up an account to get paid for the ads that run on your hubs and Google Adsense will not allow you to register a FREE account until you either have a site of your own with content posted to it or a hub or blog with content on it.  Once you have a hub or blog or website with content then you register with Google Adsense and they will visit your site and tell you if the content is good enough to post links to and once your site is accepted your account is set up and you are notified and that when you will begin to earn money for the ads running on your site.  THIS IS NOT A GET RICH QUICK SCHEME.  The trick to the process is to have very good ORIGINAL content on your site that will keep many visitors coming to your site over and over again.  To get regular traffic it will take many weeks and maybe even months of marketing and advertising your site to get enough traffic coming to make a decent amount of money from links. BUT IT CAN BE DONE AND IS DONE EVERY DAY.
