Subscribe to user's RSS feed
You can find the RSS feed of a particular user by visiting his profile page.
Here's my feed: http://hubpages.com/author/horns/latest/?rss, and here's yours: http://hubpages.com/author/perfumer/latest/?rss
RSS feed for comments
It is also possible to subscribe to particular hub's comments. Simply visit the hub, and if comments capsule is enabled you will see the link to hub's RSS feed as shown on picture.

In short, RSS feeds enable you to read news posted on some website in some RSS reader (http://www.google.com/reader for example). You just enter the RSS feed in the reader and it will notify you when the content is updated.
By clicking the link as shown in the first image, you can 'subscribe' to my hubpage's RSS feed, thus you will be notified each time I post a new hub. Or if you click "RSS for comments on this Hub" link, you will be notified each time someone posts a comment on this particular hub.
Rss feeds basically help you get the news from websites without actually having to visit the website each time, and also to keep track of responses to your comments on various sites/blogs.
Thanks for the info. I'm finally educated, although I still have to do it in practice to understand it fully.
