SCMP Issues & Implications: June 14, 2009
56"Mainlanders flouting HK birth policy; Local doctors linked to baby service"
According to the SCMP, "...one private doctor is being investigated for allegedly using a forged document".
According to a "Ms. Zhang, a representative of a company called "Love the Peaceful Household Service", "We have doctors who can come to Shenzhen with all their equipment and they can prove (that) the check was done, as required by Hong Kong (law). With the (forged) documents our doctor issues, you will have no problem crossing the border". As far as women who are too far into their pregnancies to travel are concerned, "We can arrange (forged) hospital certificates for them without having them go to Hong Kong".
Implications/Analysis/Comments/Remarks: All of this sounds too easy
According to former Medical Association president Choi Kin, "Although Hong Kong doctors with a mainland medical license can in theory open clinics there under the Closer Economic Partnership Agreement (CEPA), nobody has so far practiced on the mainland".
According to medical sector legislator Leung Ka-lau, "We can't stop mainland mothers from getting middle man agencies from getting middle man agencies to help them get to HOng Kong. BUT HONG KONG DOCTORS ARE NOT ALLOWED TO LINK UP WITH SUCH AGENCIES".
Implications/Analysis/Comments/Remarks: Some Hong Kong doctors either have alfready engaged in this activity or are doing so now.
According to a Health & Welfare Bureau spokesman, "In the private hospital sector, as long as the hospitals allow the doctor to do so, we have no problem with that".
Implications/Analysis/Comments/Remarks: As long as there are loopholes, people are willing to take advantage of them.
SWINE FLU: "Australia exports the virus to Asia".
Implications/Analysis/Comments/Remarks: So now, Australia has now overtaken the US as the swine flu exporter
"Give maids different days off, employers told"
According to Food & Health Undersecretary Gabriel Leung, "There were three imported cases from the Philippines yesterday (i.e. Friday, June 14) and more such cases before that. It shows (that) there could be a community level outbreak in the Philippines".
According to Filipino Domestic Workers' Union advocacy committee coordinator Leonila Taojo, "Basically, it's for the good of everybody. But if it's mandatory, (then) it's too harsh".
According to Lo Wing-lok, an infectious diseases expert and former legislator, "Only focusing on maids would be discrimination. Dads and mums also contact outsiders".
Implications/Analysis/Comments/Remarks: Again this is a very controversial subject/topic. Both employers and helpers must be more flexible in terms of working arrangements.
