Thankfully, there is no one right way to acquire the logo you want for your business. Depending on your audience and other characteristics of your company, there are many options for getting that logo you need.
Finding a graphic designer depends on what you think is right for your company. If your business is smaller, you can try a lesser-known graphic designer. You might even want to employ a recent graduate or a graphic design student to help so that it's cheaper and you can help someone get their foot in the door. That's something I'm doing right now for someone with a smaller enterprise but who doesn't want to take on logo design by himself. I have had three years of marketing experience, but the amount of experience you will accept depends on what you want.
You can find a professional designer as well, one who does more than create an aesthetically pleasing logo but who also uses methods involving marketing and other knowledge to do so. They will employ skills and information from studies and prior marketing results in order to choose which colors, shapes, typefaces, and other options to use.
You'll often have to supply with with information by completing a survey or questionnaire so they can create the best logo for you. Then they'll create a set of logos for you to approve or reject. Make sure you end up with what you want; if what they say doesn't feel right, then don't go with it.
Sometimes they will offer packages, or they will have templates that you can work with. If you can do it yourself, that might be a better way to go.
Make sure to choose a company whose logos look and feel right to you. Some companies specialize in certan types of designs; for instance, Pixel Logo in the links below seems to create more 3-D looking logos, and they do a great job.
Also remember that a logo should be in your price range. While a logo can be very important for your business, one factor that will help customers identify and remember your product or service, there's no point in paying too much for something that someone else can do for less.
Be sure to take the time to look at existing logos and get an idea of the kind of logo you'll want. Try to do some research yourself on what works and what doesn't. Below in the Additional Resources, I included a link to an analysis of the new AT&T logo compared to the old one.
Also think about trademarking your logo. It does cost money, but it may be worth it to protect that intellectual property!

Anyways, a graphic design company should be someone who understands you, your company goals, your individual goals.
There are sites for information, some for selling, some for charity. The same logo will not work for all.
It is very essential that you be able to communicate with your company or individual graphic designer. He should feel your pulse.
