This is a tough question and I hate that it even needs to be asked. With that said, if you know beyond a shadow of a doubt that this is occuring, then yes, it needs to be reported. There are hotlines that are out there that are setup to help in this type of situation. I have listed a few you can look into.

Dear Danii Boy,

thank you so much for your support. yes, I KNOW BEYOND ANY DOUBT! I have noticed him touching her inappropriately during Christmas dinner - and then started watching him. he always manages to be alone with his younger daughter, takes her places without his wife or others present. his hands are always about her, and she is trained to serve him his meals, drinks, bring slippers and do all sort of favours that normally are done by spouses for each other.
