The Federal Reserve Bank of New York is the only one having a permanent voting seat on the Federal Market Committee. According to researcher Eric Samuelson as of November 1997, it has 19,752,655 shares outstanding and is majority-owned by two banks: Chase Manhattan bank (Rockefeller's Bank), with 32.35 per cent; and Citibank with 20.51 per cent. Together those two banks own 10,441,295 shares or 52.86 per cent-which is majority control.
