It's always hard to believe what people are saying to you when their actions don't back up what they tell you. Perhaps she really does love you but is too proud to say the words or even act like she does. I know several girls who actually play this game on purpose to keep the guys on their toes and keep them interested. For some reason it does seem to work out for the girls so they continue to do it. Perhaps she does not love you in the sense that you love her. And knowing that you love her she would hate to break your heart and let you know the truth about how she feels. Whatever the reasons are, you should ask her to be completely truthful about how she feels about you, letting her know that it's okay to be truthful and your feelings won't change about her either way. If she doesn't love you back in the same way you love her then ultimately it is her loss. There are so many fish in the sea and if you give them a chance you could find exactly what you're looking for, someone to love you back in a way that you love them.
