The University Grants Commission appoints a Committee to Review the Scales of Pay of the Teachers in the Universities and Colleges. The Commission in consultation with the Ministry of Human Resource Development has finalized the terms of reference of the Committee,ugc, ugc pay commission report, ugc pay commission, chadha committee report, ugc net
AIFUCTO would urge Prof. Chadha Committee to bear in mind the following broad principles while formulating its proposals for the 6th UGC pay scales for university and college teachers:
- Parity of college and university teachers with at least Group A Officers of the Central Government in pay scales, allowances and perquisites
- Incentive for contribution to teaching and extension on par with research
- Resolving the anomalies in the V Pay revision ,particularly that relating to the date of implementation of C.A.S
- Implementation of new scales w.e.f. 1.1.2006
- 100% Central Assistance for the implementation of the revised pay package for 10 years
- Mandatory, uniform and simultaneous implementation of the new package throughout the country

QUALIFICATIONS
The minimum qualification required for the appointment of lecturers should remain as good academic record with 55% marks at the PG level or “B Grade” in the seven point scale where grading system is followed. The candidates should also have cleared the NET conducted by the UGC/CSIR or similar tests accredited by the UGC.

UGC pay panel recommends 70 pc hike The University Grants Commission-appointed pay review committee, headed by Prof G K Chaddha on Friday recommended over 70 per cent pay hike with additional allowances and new positions to academics in the higher education sector. It also recommended 65 years as the retirement age, which can be extended up to 70 years.
The committee submitted its report to UGC Chairman Prof Sukhadeo Thorat. UGC will meet on October 7 and 8 to accept the recommendations.
Pay hike, perks await teachers
Over five lakh college and university teachers may soon get unprecedented salary hikes, additional fringe benefits and new titles, according to a pay panel’s recommendations submitted to the University Grants Commission today.
The UGC is meeting on October 7 and 8 to discuss the report before it is forwarded to the HRD ministry, commission chairman Sukhdeo Thorat said.
Lecturers should be renamed assistant professors and readers renamed associate professors, the panel has suggested.

15000-39100 Pay Band - Till Retirement One who joins as Assistant Professor in the Pay Band Rs.15000-39100, he/she should be in the same Pay Band for his/her entire service and retire unless qualifying Ph. D. . I strongly condemn this and request the UGC chairman and secretary to look into this matter before submission to HRD Ministry on October 8, 2008.
SCALE OF ASSISTANT PROFESSOR(SG)/ASSOCIATE PROFESSOR:
In the last pay revision, teachers with long years of service in SG were placed disadvantageously. Hence, a higher start of Rs.14940 with increment of Rs.420 was given in the Selection Grade with 5 years service. This was given instead of the then existing central scale of 14300-300-18300.(S-24 in the VI Central Pay Rules).
a. But now in the VI Central Pay Rules, S-24, has been replaced and fixed in the PAY BAND 4(Rs.37400 – 67000).
b. College teachers in the Selection Grade/Reader(redesignated now as AP(SG)/Associate Professor) have been placed in PAY BAND 3 (Rs.15600-39100) and not PAY BAND 4. This is a gross injustice committed in the Chadha Committee recommendations. Hence, the existing Lecturers(SG)/Readers deserve to be placed in PAY BAND 4.
2. NEW POST OF SENIOR ASSOCIATE PROFESSOR:
a. The eligibility conditions for this new post and the procedure to be followed are rigorous and cumbersome, that no one would get the same. Teachers who have spent 6 years of service as Associate Professor/Assistant Professor(SG) should be automatically promoted as SENIOR ASSOCIATE PROFESSOR, with a higher start in the PAY BAND 4.
NOTE: In Chapter 5,Para 5.9.5, it is mentioned that college dteachers have no scope for research and that they are tied down with classroom teaching etc., and also greater emphasis has been laid on the same. But para 5.10.1 where eligibility conditions are prescribed are contradictory in nature and have virtually denied this new post to College Readers, not to speak of Selection Grade Lecturers without Ph.D.,
The same para says that Assistant Profesors(SG) who do not possess Ph.D., are not eligible for promotion as SENIOR ASSOCIATE PROFESSOR but shall only move to the next pay band after reaching top of their old pay band carrying their old grade pay. This does not give any benefit at all. (It is like asking a person moving in a train on a journey to break his journey at a station and make him travel by a front compartment, which makes no difference in his journey time).
b. The fact remains that as per the last pay revision, teachers with 11/10/9 years of service move into Selection Grade/Reader. This has benefited many new entrants then.
But, in the case of teachers who moved into Selection grade/Reader scale after 1986 were not given any benefit of promotion on 1.1.1996 but were fixed only in the Selection Grade only. Thus they have been stagnating for long(may be ranging between 10 and 20 years).
c. Thus the new post of SENIOR ASSOCIATE PROFESSOR WITH A HIGHER START BE GIVEN TO ALL ASSISTANT PROFESSORS(Selection Grade)/ASSOCIATE PROFESSORS(formerly SG/Readers) w.e.f. 1.1.2006. who have put in 6 years of service.
ANOMALY OF CAS FROM 27.7.1998 INSTEAD OF 1.1.1996:
In Chapter 5.19, though the above anomaly seems to have been rectified, it is not explicit to say that Career advancement Scheme would take effect from 1.1.1996 instead of 27.7.1998.
Thus taking into account the number of years of service required as per the last pay revision rules(11 or 10 or 9 years of total length of service), teachers are to be placed in the Selection Grade as on 1.1.1996.
Further in the case of teachers who became SG as on 31.12.1995 and completed 5 years in that scale, were given the benefit of Rs.14940(additional 2 increments considering the long innings of service). The same should be extended to teachers who are now to be placed as SG on 1.1.1996(after rectifying the anomaly) by awarding the HIGHER START OF RS.14940/- on completion of 5 years in that cadre and then the scales are to be revised from 1.1.2006.
MINIMUM QUALIFICATION FOR APPOINTMENT
In para 5.7.7 of Chapter V, the PRC has recommended that M.Phil., holders cannot be exempted from NET/SET.
But the existing relaxation from NET/SET for M.Phil., should be continued in larger interest of aspirants who have completed M.P:hil., or are pursuing the same.
In fact, the UGC has somersaulted on many occasions on qualification issue for lecturership. This has caused lot of hardship to teacher aspirants across the country and time and again these teachers have sent mass memoranda to the UGC and HRD to retain the exemption. Moreover, in several States, appointments are being made now after lifting the ban. Also, the 14.6.2006 Regulations of UGC have exempted them. Further the final recommendations of Dr.Mungekar Committee have been submitted to the UGC and the recommendation is to have the exemption upto 30.6.2009, which is pending with the HRD Ministry. Hence the PRC’s recommendation of withdrawal cannot be retrospective from 1.1.2006 and not prospective even. The Expert Committee appointed by the UGC is there to take care of the same.
Moreover, when 3 advance increments are given to M.Phil.., holders at the time of appointed as against 2 increments for NET/SET holders, it does not sound well as to how the exemption can be withdrawn.
I appreciate Prof. Chaddha Commission's Report to redress the anomaly of previous pay commission, by recommending to grant promotion under MPS/CAS (along with arrears) from date of eligibility and not from 27.07.1998 in view of the implementation of the whole 5th pay package from 01.01.1996, as the earlier arbitrary decision (to give promotion from 27.07.1998) spoiled the professional career of all those university teachers who were already eligible for promotion on or before 01.01.1996, as per UGC criteria, and faced tough screening and selection process but still got the promotion with effect from not earlier than 27.07.1998 without any rhyme and reason. This may please be clarified to be equally applicable for teachers being promoted both as a Reader and Professor under CAS/MPS to be uniformly effective from the date of eligibility. After the due justice to the sufferers, as above, their redressed salary arriving at on 01.01.2006 may please be considered for fixation under the new UGC pay scale, recommended by Prof. Chaddha.
Furtrher, Prof. Chaddha deserves hearty appreciation to recommend granting the designation of Senior Professor to the teachers in a university who have been consistently serving as a Professor for 10 years. It is, however, extremely important to please see that this well-deserved incentive is extended to all those who have been in position for 10 years as a Professor (or whenever they complete 10 years) without any pick and choose, if nothing is known against their character and conduct as a Professor. It would be nice if at least 4 advanced increments are permitted on completion of 10 years as a Professor while being re-designated as a Senior Professor (as has been recommended for Pro-V.C.s). This will be the minimum courtesy from the MHRD to honour this highest literate position under the Govt. of India who builds up and shapes the able human resources through this noble profession to carefully and graciously command different spheres of the whole nation.Further, I do agree with Professor Chaddha that teachers’ periodical appraisal and emphasis on the maintenance of discipline, morality and sense of integrity should be the part and parcel of the new pay package.Prof Chadda's pay scales are good only for Professors. He has done injustice with Assoc. professors.
CHADDA'S REPORT HAS DONE SERIOUS INJUSTICE WITH THE READERS - ASS. PROFESSORS. THEY SHOULD BE GIVEB PB-4.
Merging of first three designations is too bad.A person without Phd as lecturer and A Person having Phd and in Reader designation not to merge .Readers are losing the service nearly ten to fifteen years. The Chairman of the UGC are requested to be placed in fourth pay band the Reader designated persons.

It is learnt that, a candidate with M. phil is given more increment (3) than a candidate with a NET/SET qualification(2). This clearly indicate that a candidate with M.Phil should be preferred than a candidate wih NET/SET qualification. It means that one need not stressed on the NET/SET qualification.
Present sr.teacher and teachers in the selection grade category are placed in the PAY BAND 3 (Rs.15600-39100) along with the lecturer. Thier services should be respected.

Sir did you know the difference between 0 year experience and 10 + years experience? Then how can you put them inthe same pay band? Request to the Chaiman UGC and Hon. H.R. minister to do the justice to 12000-420-18300 scale asistant professor selection grade to pay band IV without further delay with appropriate grade pay and oblige.

It is wrong to have clubbed the first three levels of posts together. Please consisder upgrading Assistant Professor (selection grade) and Associate Professor posts to the pay band 37,400 - 67,000 with a grade pay of Rs 8000.

Kindly convey to Ministry of HRD th following proposal.
Existing pay scale (12000-420-18300)of Associate professor consists of two scales 12000-16500 and 14300-18300. Central Govt. officers who are in the pay scale of 14300-400-18300 have got pay band 4.In the same way Associate professors should also be considered for pay band 4 straight way or after completing 5 years service in pay band 3. Thus if by Jan.2006 some Asso. Professor has already completed five years service or crossed pay of 14300 he may kindly be placed in pay band 4.Other way may be a pay scale of 35000-67000 in pay band 4 for Readers/Assoc.Professors.These middle level teachers should be encouraged.Disappoinment of this category would certainly effect their working.
LESS PAY TO TO REDERS/ASSOCIATE PROFESSORS IS MAIN DRAW BACK OF THE PRC.THIS SOULD BE RECTIFIED BY GIVING THEM PAY BAND4.THIS WILL BE IN LARGER INTEREST OF TEACHING COMMUNITY.

It is disheartening to note that the recommendations of Chadha committee contain lot of anomalies and is being condemned, rightly though, by everybody. There was no need to blindly follow the pattern of Central pay bands in recommending pay revision for college and university teachers.
Teaching is a different profession and hence it can be treated differently. No one would have objected if the committee recommeded a middle band between 15,6oo - 39100 and 37400 - 67,000. For ages there have been three different layers in the profession, with three different pay scales. where was the need to at one stroke undo all that and unduly hurt the sentiments and social and economic status of a section of the teachers? was it just becuase they lacked a representation in the committee?
Even now it is not late to add one more pay band and call it 3-A meant for Assistant Professors (Selection Grade) and Associate Professors.
On the other hand, including them in band 4 means heavy burden on the government and also on the private institutions engaged in hihger education sector. It will ultimately mean higher fees for students and make education unaffordable for large sections of society. this will defeat the very objective of making higher education inclusive and affordable.
A pay band that can be considered for Assistant Professors (Selection Grade) and Associate Professors is Rs 26,500 - 53,000 with a Grade Pay of Rs 8,000.
Hope the anomalies will be set right at the earliest amd the package is made attractive and acceptable.

Its a very simple job given to Mr. Chaddha which he made confused one, he had to simply fix the scale with a propotionate order to the earlier scale without creatimg any new post will justifie all the teaching members. But he failed to do so seems the team does not have any professor or asistant professor of maths so the very large difference on pay hikes between asistant professor, professor and asistant professor selection grade is not seen by them i.e. 80% , 90% , 27% this is the ery big error and it should be rectifie at the earliest by UGC and HRD.

worsst treatment to senior teachers

Many of us retired on or after 1.1.2006 hope will be eligible for the UGC revised scales, I was selection grade lecturer when I retired. I was stagnated for more than four years to the date of retirement.. Kindly let me have the over all view of the scales and where I stand in the UGC scales. Merging of three categories in one may not be appreciable.

You should have considered the case of many university faculty who got their prmotion as professor delayed by several years because of the clause later added by the UGC bureaucrats that 8 years in the grade of Reader is mandatory to become eligible for promotion as Professor. While some of us waited for several years to become Professors, the UGC could not resist some universities in Kerala promoting people through a highly watered down procedure based on the number of Ph.Ds produced. The UGC should come up with a circular which ensures that all teachers in colleges and universities with a certain number of years of service do not have their salaries fixed below a threshold level. This will be of immense benefit to those who have retired and are on the verge of retirement. Also instead of asking each university to select professors of eminence , a centralised selection procedure that allows even teachers from colleges to compete for the highest posts should have been put in place.
I do rationalize the placement of Reader/ Asstt. Professor SElection Grade in PB-4 instaed of keeping them in PB-3.
I appreciate the effort made by the Chadha committee to enthuse the teachers. The UGC should set up immediately a committee to look into anomalies that are likely to arise once the package is implemented. It should no longer come up with contradictory orders as happened after the last revision with respect of granting increments for obtaining Ph.D. For example I never got 2 increments for obtaining the Ph.D because of these contrsdictory orders.
UGC in its Meeting on WEdnesday had acknowledged change in the Reader Scale ,what has they now recommended. Please highlight.......

Sir, You think that there should not be any difference between Assistant Prof. and Associate Profs. Will you kindly tell us for our satisfaction why there ia vast difference between Prof. and Associate Prof. It is true in the University system major part of teaching shared by Associate Profs. Majority of Professors are busy with their other works such as foreign tour, attending meeting now and then, seminar, recruiting process and ofcourse reseach ctc. That you know very very well. I think this is the present picture in all most all the university. Sir, if you agree in my opinion then it is my request kindly reconsider the Associate Professor pay scale and Pay Band.
A grave injustice has been done to readers by honourable Chandda.
It appears that Prof. Chada was not given one more year to properly read the various pay revision commissions' documents. From the earlier postings on web, it was apparent that Prof. Chada was busy with numerous assignments (managed?) all thrust upon him during the past one year - more over there were reports that he is finding it hard to spare time for the UGC task. Otherwise, he would have definitely gone through the ''Decision" of the Govt. of India regarding the 6th PAY Commission pay bands and how they are redifned based on the increment quantum and maximum of the pay scales.
The UGC pay scales are entirely different from the Central Govt. Pay Scales and the CCS rules form only the skeleton for these other set of rules. All CGPayScales have uniform increment pattern and run for a short duration like 4 to 6 years in the typical job life of a CG Employee due to various Automatic or Departmental Promotional Schemes and they move from scale to scale in succession even after the cooling period if any. It is not so in the case of UGC pay scales -- they are multi-stage scales and most of the times run full length for a majority of the teaching community. Please don't pity the Professors cadre since they don't have promotional avenues. A Professor stage is terminal and there need not be any review on such things as every 10 years their pay gets reviewed to atleast match the top posts in the country.
It is a well observed norm now that in several Universities, Boards of Studies for various subjects include one student representative as well apart from outside experts from academics as well as industry etc. Then how can such a large/powerful committee be without a representative from Lecturers and Readers and other Academic Categories? It is common knowledge that no single person knows everything on earth and different categories of people should be on such Committees at least in future to enlighten the really deciding members on the Committees. UGC should act like a role model in formation of committees before asking Universities to follow democratic practices.
Now there is a report that UGC made some changes in the pertinent pay bands and forwarding the same to the MHRD. Once again this opens a pandora box. How will you fix the pay of Readers/Selection Grade Lecturers/Other_Academics who are already placed at Rs.14940 (or more due to bunching effect) on 1-1-96 since they are likely to have completed 5 or six years to reach that stage (may be at a later date but got the fixation)? Now that the Sr.Asso.Prof. will also be extended to the Unviersity teachers (who do not have required publications etc. or who might not have facilities in their departments/centres to carryout advanced(?) research work) - Will you give them 1996 scales (such scale is not there 1996 revison) or this 2006 revised pay band stuff (before the 2006 threshold date)?
It all appears that enough home_work/reading is not done by the committee.
Again there is the problem of new types of posts - like in the Computer Centres, Instrumentation Centres, Museaums, Adult Education Centres etc. So many isolated posts with unique designations like Programmer, System Analyst, Curator, Documentation Officer, Technical Officer etc. whose qualifications matched with that of Lecturer as per UGC Guidelines for Computer Centres(1990, 2002 etc.), USICs, Adult Education Centres etc. This committee talked about the System Analyst only. But in State Govt. Universities there will be some Local Fund Audit Office and they will object for the other categories to be extended for CAS benefit. What about the people at Reader Level like Technical Officer-II, Sr.System Analyst, Sr. Documentation Officer, Project Officer, Heads of Computer Centres, Directors etc. - most of them have qualifications and publications at par with Readers and are stagnating from 2002 itself. Is not CAS benefit extended to them? The central govt. Auomatic promotion scheme is not extendable to them since they are getting UGC scales and UGC has not bothered to look after them. This committee made just a passing remark on System analysist and said that they be considered for CAS. It also said that the Sr. System Analyst be placed in Associate professor scale (this they are already receiving since 1996 - and the committee has asked them to take it again) but the committee did not tell whether they be given CAS facility for movement to higher grade if they have requisite qualification. [ The UGc has been very peculiar in fixing qualifications for these posts - They equated M.Tech.(CS) with 5 Years Experience AND Ph.D.(non-CS) with 5 years Experience for entry into the posts (1990) ] and how will UGc resolve this issue if the claimants say that they have joined as per the prescribed entry qualifications advertized by the Universities and even if they do not have Ph.D. they should be given CAS benefit to PRofessor grade?
Its high time that the UGC sits back and handover several issues to the Universities themselves which tend to follow some rules and regulations without often backtracking.

It is really bad that a person looking after the scale is not giving justice to the associate professor. Chaddha sahab there is difference between Asstt. Professor and associate Professor. Please consider the anomalies of V th pay review committee report regarding the promotional effect on and from 27.7.1998 instead of 1.1.1996.The teachers with Ph.D.and completed 9 years of service as on 1.1.1996 should be fixed in the pay scale 12000-18000 on 1.1.1996 and from 1.1.1996 his basic pay should be Rs.12840 after giving two advanced increments for his Ph.D. degree as recommended by Prof. Chadha otherwise a large section of teachers who joined from 1.1.85 to 1.1.88 would have to suffer a lot..
It is also sad to learn that Prof. Chadha placed Reader in the pay band 3. It should be immediately rectified by placing reader in the pay band 4.UGC should also consider the fact that those who are 5 years in the reader scale may get aitomatically Professor scale.

I am requesting you please have a look in the present pay scale for Readers/Associate Professor recommended by Prof. Chaddha in his UGC sixth Pay commision Report. The below shown figures clearly shows the injustice and humilliation done to the Readers/Associate Professors who are earlier in the pay scale 12000-420-18300. Why they are geting only 27% hike when the juniors and seniors are getting more than80% hike in their salaries is they are paying the cost for serving the country with noble cause of teaching for more than 10 years. we also want to live happily with our family in this country and serve for the Nation. I am sure your wise decision can change the injustice and put them in the pay band IV i.e. 37400-6700 with a suitable grade pay.

Dr. K.L.Chadha and his committee has not made proper home work, how much of the pay will be calculated after getting promotion from one cadre to another cadre especially for Assistant Professor (Sr. Scale) and also for Assistant Professor (SG) / Associate Professor. What will be rational in fixing the pay and pay grade in Pay Band 3 for Assistant Professor (Sr. Scale) and also for Assistant Professor (SG) / Associate Professor?
Pay in pay band are calculated by considering the Basic pay of Rs. 8000 is equated to Rs. 18750 and the Basic pay has worked out by adding pay in pay band and Grade pay (as per Gazette Notification of Central VI pay commission report, Page No. 42 and 43) and further annual increments are regularised with 3 % compounding. The Basic Pay worked out to be Assistant Professor (Rs 25350), Assistant Professor (Sr. Scale) (Rs30700), Assistant Professor (SG)/ Associate Professor (Rs 36150)
Five advance increments to a Ph. D degree holder at the time of recruitment as Assistant Professor and Two advance increments to an incumbent on being promoted as and Assistant Professor (Sr. Scale) Associate Professor under CAS are considered separately in the bracket of the table.
Anomalies in the Pay Review Committee1) The fitment tables and fixation of basic pay (Pay in pay band and grade pay) are not provided for better understanding. There is no clarity that how much of the pay may going to calculated /fixed in the revised pay of scale.
2) No matching of information in the Recommendations chapter and Summing Up chapter about the service required to be promoted to Sr. Associate Professor and also to Professor.
3) The scale of pay of teachers may be merged from one cadre to another, i.e., Assistant Professor to Assistant Professor (Sr. Scale), and similarly from Assistant Professor (Sr. Scale) to Assistant Professor (SG)/ Associate Professor.4) With good interest, the PRC recommends seven additional increments to those teachers who enter the profession as Readers and Professors with higher merit, better publications and experience at the level, but this may going to be politicized in the university.

Suggestions for rectification of anomaliesThere shall be at least minimum 4 annual increment weightage should have given for moving from one promotion to another promotion. It has to be considered atleast the minimum Basic Pay of Rs 34000 for Assistant Professor (Sr. Scale), Rs. 46100 for Assistant Professor (SG) / Associate Professor and Rs 59100 for Professor (Table 3). The committee should have been considered and suggested the Pay Band 4 for Assistant Professor (SG) / Associate Professor. There is no need of Sr. Associate Professor and Sr. Professor cadre, since the faculty may reach the proposed pay even within three years. Why they are geting only 27% hike when the juniors and seniors are getting more than80% hike in their salaries is they are paying the cost for serving the country with noble cause of teaching for more than 10 years. we also want to live happily with our family in this country and serve for the Nation. ICAR has adopted UGC Pay structure for the scientists. No doubt Senior Scientists (as Readers/Associate Professors of university) are great looser. THEY MUST BE PLACED IN PB4.
It is high time and is a matter of great urgency that the all the teachers union must move fast to unanimously and emphatically put forth to the HRD MINISTER the gross injustice meted out to Readers/Associate Professors and convince him the need to put them in the PB 4 as was done by the cabinet in case of 6 CPC report for the scale ending with Rs 18300 with Rs 400 increment.
Prof. Chaddha has not done justice to teaching community. He should have given promototion avenew at all cadre. He has not given any promotion scheme.

It is very surprised that both Assistant Professors and Associate Professors are in the same scale. I request you and MHRD to look into the matter seriously. I think the most sufferer in the new pay scale are the Reader/Associate Professors.
ANOMALY OF CAS FROM 27.7.1998 INSTEAD OF 1.1.1996:
In Chapter 5.19, though the above anomaly seems to have been rectified, it is not explicit to say that Career advancement Scheme would take effect from 1.1.1996 instead of 27.7.1998.
Thus taking into account the number of years of service required as per the last pay revision rules(11 or 10 or 9 years of total length of service), teachers are to be placed in the Selection Grade as on 1.1.1996.
Further in the case of teachers who became SG as on 31.12.1995 and completed 5 years in that scale, were given the benefit of Rs.14940(additional 2 increments considering the long innings of service). The same should be extended to teachers who are now to be placed as SG on 1.1.1996(after rectifying the anomaly) by awarding the HIGHER START OF RS.14940/- on completion of 5 years in that cadre and then the scales are to be revised from 1.1.2006.
No justice for Associate Professors.
Chaddha's committee does not know the differentiation among lecturer, Sr.Lecturer, Reader and Sr.Reader. Committee is equating new entrants and teachers with 17 years service. Calling people by different designations does not matter but pay should be different. It is requested Readers/Associate Professors may be placed in PB-4 along with Professors with differential Grade Pay. Also, the committee should know that readers got 3.5% annual increment in 5th PC. Juniors say S-24 and S-25 grades officers are placed in PB-4. Even, school principals are placed in PB-4. Our Hon'ble wants to place teachers/scientists in one grade above bureaucrats. I think Committee should not put his dream down by placing teachers with 17 years and with Ph.Ds (in some universities Ph.D. is completed in minimum 5-6 years) in PB-3 (along with Babus). Instead, finish off all the associate professors. I think commitee members never served as readers and hence they are giving this treatment. In future, there need not be any separate committee for teachers. Present committee simply copied the 6 pc report but copying was not done properly. I am sorry to write this comment but this is the status of teachers in this country. I want to add one thing. Persons who joined around the same time(even few years later than me) in all-India services draw more pay than me( an officer who was promoted in 2006 in s-24 scale and whose basic was just Rs.14300/- in January 2006(my basic was Rs.14940) . is already placed in PB-4 (may be I will take another 10 years+) and will be drawing more pay than me, if there is no change, if the PM and cabinet approves the scales recommended by Chaddha and Co. I request the Hon'ble HRD Minister and PM intervene and do justice to the middle-rung teaching community, say, Associate Professors. If this is not done, mass exodus in this category is expected. Any way, Chaddha is having plan to keep our professors till death.
It is difficult to understand the reason why the Readers/ Associate Professors were targetd in fixing the scales.
It must have been by oversight.
It is not late to undo the injustice and put them in pay band 4 with whatever grade pay deemed appropriate.
We request the UGC and HRD ministry to be imparital and do justice to all.
THE COMMITTEE IS IN FAVOUR OF OLD AND RETIRED TEACHERS WHO DO NOT HAVE COMMITMENT TO WORK HARD TO SATISFY THE EMERGING CHALLENGE OF HIGHER EDUCATION IN INDIA.THE SCALE OF PAY FOR REAL TEACHERS SUCH AS READERS IS AGAINST QUALITY ASSURANCE IN HIGNER EDUCATION. The PRC report of UGC has not mentioned clearly the process of CAS. Some of the news (as appeared in online versions) are as follows -

What is the actual picture? Will CAS in its present form continue?
Mr. Chada has not actually read even the 6th pay commission report and the subsequent modifications in the scales themselves and the grade pays.
In the MINISTRY OF DEFENCE, Department of Defence the teachers working in Master Gazetted in Military Schools are given the Assistant Professor 8000-13500 Scale of the UGC – a true place where the 8000-13500 scale should be implemented. Please note that Chada has equated our Assistant Professors in Universities with the Masters in Military Schools (upto 10 th class and in some case up to 12th class). The six pay scales gave 5400 grade pay for 8000-13500 scale while Chadda started it with 6600 a raise of Rs. 1200.
In the MINISTRY OF AGRICULTURE the Managers (Procurement/Processing/Quality Control/Distribution) in Delhi Milk Scheme who were in the payscale of scale of 10000-15200 [ Note: our Assistant Professor (selection Grade) ] were retrospectively moved to 12000-16500 and given 7600 grade pay. Our poor senior scale colleagues have to be content with 7200 grade pay. Ppprofffessorrr Chadda have you noticed it? WE SHOULD PRESS FOR EXTENSION OF SAME BENEFIT WITH RETROSPECTIVE EFFECT (1-1-96 onwards) for our Sr.Scale colleagues to get their pays refixed in 12000-16500 from 1-1-96 and they should be given arrears for the past and the grade pay for Sr. Scale must be moved upward at least to 7600+1200 = 8800.
In the MINISTRY OF HOME AFFAIRS, the Additional DIGs in CPMFs who were in the basic pay of 14300-400-18300 ( a par t of the Associate Professors’ scale) is moved to 16400-450-20000 scale (a part of our Professors 16400-450-20900-500-22400) and given the grade pay of 8900 . All the Associate professors (selection grade) must be moved into the 14300-450-22400 or 16400-450-20900-500-22400 scale with retrospective effect and be given the grade pay of 8800+1200 = 10000 (the same given to that scale in the 6th pay commission pay bands).
Similarly the Professors grade pay must be 10000+1200 =11200 and it should be rounded up to 15000 and they be extended the Rs.18400-500-22400 scale with retrospective effect. This way only some justice can be done to the teaching community in my opinion.
I summarise as under:
FIRST STEP
a. Asst. Prof – (8000-275-13500) to 10000-325-15200 from 1-1-96 and then move to payband 3 with 7600 grade pay.
b. Asst.Prof.(sr) – (10000-325-15200) to 12000-375-16500 from 1-1-96 and then move to payband 3 with 8800 grade pay.
c. Asso.Prof(sel) – (12000-420-18300) to 14000-450-22400 from 1-1-96 and then move to payband 4 with 10000 grade pay. Prof. – (16400-22400) to 18400-500-22400 from 1-196 from 1-1-96 and then move to payband 4 with 11500 grade pay.
d. Move all professors who crossed 21400 in the replacement scale stage as Sr. Professors with grade pay of 12500.
I hope this type of revision alone may pacify the hurt colleagues in the universities and colleges at least a little.

Prof. Chaddha BORN as a PROFESSOR and never served as READER, it seems by the recommendation he has given. times of India reported some minor changes in reader scale what are those not known. when there will be next promotion not clear? UGC pay commission pay scales for the Professors, by the Professors , of the Professors but not for the Lecturers /Readers .It is a joke with Lecturers /Readers. Ministery of Human Resources & Development is requested to please rectify and do the justice with Lecturers /Readers .

Respected Prof. Chadha I would like to give one suggestion in the sixth pay commission report (Page No. 32, "Other Academic Categories") for computer Professionals. Here report mentioned the designation "System Analyst" only, my request to you, kindly mentioned the grade (8000 -275-13500) i.e. equivalent to lecturer scale instead designation, because in universities, Computer professionals like Computer Programmer, Network Engineer and Database Administrator is also working in the Computer Centre in the Lecturer scale. Earlier the 1986 UGC sanction the post “Computer Programmer” in the lecturer scale. The Designation “System Analyst” for the computer professionals started from 1996 by the UGC. These posts sanctioned mainly for the Computer Centers. From the present recommendation, the computer professionals who are working in lecturer scale “Programmer” from 1986 will be junior as compared to “System Analyst” who has joined 1996 in the same scale. Kindly mentioned the scale instead of designation.

Prof. Chadha has submitted his Pay Revision Committee Report to UGC and UGC after a two day long session is believed to have submitted the report to Ministry of HRD with some minor changes. I present below the details I believe a teacher in either University or College knows or needs to know.
I. Prof. Chadha has changed the nomenclature of the posts of teaching from Lecturer to Assistant Professor, Reader to Associate Professor etc. However, this bestows no different benefit to the incumbent of the post.
II. The creation of new posts in University and College are partially welcome. This is because, the Colleges, as usual have received partial treatment from the Committee in not allocating the posts of Professors. It is beyond any argument that the number of Teachers in Colleges is many times more than those in University. The recommendation means that no teacher in College will ever become Professor. It is therefore beyond doubt that the Chadha Committee has treated and Colleges and University as two different sections that have hierarchy of University over College. The teaching community since 1986 has been in unequivocal voice stating that these two should be treated at par with one another. Many may differ with this view.
III. The act of allocating pay bands to the first three tiers teaching community by keeping in PB3 it self is partial and biased. It very clearly shows that the Committee never applied its mind and resources. The earlier Committees of Malhotra (1986), Rastogi (1996) though were unable to absolve the various anomalies, had at least designed separate pay scales with some benefits, and while doing so had used the financial wizard. To this effect I present the table below showing the ratio among the three cadres of teaching Lecturer, Reader and Professor.

V. It can be very clearly seen that the earlier recommendations of basic pay were designed on the Ratios 1, 1.7, & 2 (1986) whereas, the same was followed up in 1996. The Chadha Committee has recommended the PAY BANDS and thus the Basic Salary totally without any logic and have ill-treated the section of Readers with a ‘almost nothing’ at 1.06 (this too because of the difference of 600 in the Grade Pay). Well this is attractive package in terms of Prof. Chadha. I now would like to place before you the percentage difference the three sectors of teaching have been handed by the three successive committees in the following table.

VI. The increase from 1986 to 1996 was almost equal but for the slight decrease for Readers. The increase from 1996 to 2006 as provided by Chadha Committee is far below than what was provided by earlier Committee. Here also, like his predecessors, Prof. Chadha has again taken the Readers for ride by giving only 1.96 times increase while Professors are consecutively provided substantive increases. Prof. Chadha in his report elsewhere has stated that the pay packages at the entry level are very attractive. At 2.75 from the earlier 3.63 the meaning of attraction has been redefined by him. His real meaning lay at the handsome packages he has provided to Professors like him with 2.81 more than what the Lecturer…errrr, Assistant Professors are given. On one hand he has ill treated the Readers with a measly 1.96% increase and on the other defeated the very purpose of UGC Pay Review Committee principle of stating a attractive package to retain talent by giving just 2.75% increase. If this was to be done the committee never needed such great stalwart names in it. Any laymen could have done this.
VII. It is found in the report that Principals of Colleges who were earlier in 12000-420-18300 (Readers’ Scale) are placed in PB 4 with GP 8700/11000 and 2 advance increments. On the contrary Readers who were also in 12000-420-18300 have been placed in PB 3. It is difficult to find any justification for such placement other than lack of application of mind and callousness coupled with disregard.
VIII. Following the footsteps of VI CPC Prof. Chadha has recommended 3% annual increment in general and 4% to not more than 25% of the staff for better performance. This will definitely divide the Colleges and University staff into two groups (75%, & 25%) and also will promote obsequiousness and toadies among the staff for that extra benefit of 1 %. The Principals of the Colleges are very thankful for providing this tool to further divide and rule. In what way awarding 4% annual increment is justified? All the teachers are to be treated equally, logically and legally. What yardsticks are to be employed for such assessment of better performance are not made clear. Prof. Chadha has thrown a stone in to the calm waters of relationships among teachers in institutions of higher learning. Instead there could have been recommendations to strictly monitor the performance and award penalty/retribution if found lacking in performance.
IX. Another milestone of this report is of suggesting such qualifications that are very hard to achieve by a teacher in College. The similar things are also hard nuts to crack for a University teacher but the infrastructure facilities available enable them to acquire. The College Teachers are not given such facilities and are rebuked when demand for. Moreover the teacher in College has been satisfactorily engaging 18 periods per week and is mainly responsible for knowledge disbursement. In absence of facilities, resources and time, it is highly impossible for every teacher of different subjects to involve in research and acquire qualifications of publishing papers, authoring books articles etc. The difficult qualifications ascribed make the achievement of Associate Professorship a dream when Professorship is not awarded to UG Colleges. A Reader in a UG College shall never become a Professor. Again the treatment of teachers at different workplaces differently though they are equals is violation of natural justice and Article 14 of Constitution of India.

My pay had been fixed at 14940 on 01-01-1996 since I had been a Selection Grade Asst Professor from 1991. As per the VI UGC revision I'll continue to remain where I was in 1991--i.e. even after 15 years in that cadre. In fact, I had reached the maximum scale of 18300 as early as 2003. How can any Pay Commission deny people like me the next pay scale (PB-4). Is this justice for a teacher who has been slogging it out all these years only to get kicked back into the gutter. I think the UGC should have a hard look at the facts and award people like me PB-4 which is more than what we deserve.

I have retired in April 2008 as Asstt prof(Sel. Gr.) in the pay scale 14940-18300. I had reached the basic scale 18300 in 2004. As per the UGC pay revision I am going to be fixed in pay band P3? What an INJUSTICE to a teacher who has dedicated his 36 years for the NOBLE CAUSE of teaching and getting this kind of reward at the time of his retirement? A GREAT DISGRACE! Please Prof. Chadha think over it seriously before late and keep us in the Pay band P4, instead of kicking us back to GUTTER.
There hasd been total injustice for Associate Professor in fixing the pay scale. The no. of years of service has been totally overlooked. I hope the UGC and HRD willl look into this.
Dr. Chadda has done injustice with Associate professor by putting them in PB3 equal to Assistant Professor. This report is totally for Professor's. I think, committee has totally ignored the sentiments of Associate professor's or equivalent. Associate professor's should be placed in pay band 4.
My respected Sirz and Madamz of this sacred profession ! unite against the injustice ! Indeed, it is a matter of "hit where it hurts" concerning the readers of the country to have placed them in the scale of resentment. The pay review committee report seems to be very arbitary and only professors are taken into account as teachers and associate professors are not considered as teachers. Very gross injustice is done to Associate professors. Pay band for the associate professor has to be rescheduled and to be fixed at 37400-67000 with a grade pay of 10000 atleast.
After going through the recommendations of Chadda Committee I am propelled to write that injastce has been done with the college teachers who are in selection Grade. In Himachal pradesh about 75 % of the college teachers are in Selection Grade. As per the 5th pay commission the college teachers of Himachal pradesh do not move beyound Selection Grade. It needs to refer here that college Principal who was in the pay scale of 12000-18300 are elevated to the pay band of 37400-67000, however, the Selection Grage college Lecturer though was in the same scale 12000-18300 but are placed very low i.e. in the pay band of 15600-39100. i welcome the enhancement made in respect of college principal but stronly demand that the pay band of selection grade Assistant Prof. and Associate prof. be made equivellent to the college principal as it was given on parity basis in the 5th pay commission. I am hopeful that this gross anomaly will be removed in the interest of justice.

In the 1986 pay revision there are two different types of pay scales for the post of Reader( viz for regular reader. Rs 3700-5700 and merit readers Rs 3000-5000) Again in the professor category also there was discrimination in the pay scales(regular professor Rs 4500-7300 and Merit professors Rs 4500-5700).Thus professors of merit category were paid less basic than therir counterparts.
In 1996 pay revision , the discrimination in the pay scales of professors was removed, but earlier discrimination was continued in the case of merit readers. Aggrieved by the teachers associations agitated against the biased attitude and the same was brought to the notice of the UGC and the Government of India. As a result the Government of Indida HRD agreed to remove discrimination in the case of merit readers ,through its order No.F1-56/98-U,dated 18.10.2002.The UGC inturn communicated the HRD decision to all Indian Universities and the State governments tjhrough its letter no.5-1/98(ps),dated 01-11-2002. the Andhra Pradesh State government was partially implmented without extending service of merit readers for professors pramotion and denied arrears also. My appeal is while implementing vithpay commision,from 1.1.2006 is to need reddre the anomalies meted in the last pay commission.

I would like to give suggestion in the sixth pay commission report for University Teachers in “Other Academic Categories” for Computer Professionals mentioned the designation "System Analyst" only, which is not correct due to the following reasons:
· UGC has sanctioned the post of “Computer programmer” in the lecturer scale (2200 - 4000) in 1986, later the scale have been revised to (8000 – 275 - 13500) in the fifth pay commission.
· UGC also sanctioned the post in the Lecturer Scale of “System Analyst” in 1996, “Network Engineer” and “Database Administrator” in 2004.
Sir, I have joined Computer Centre in 1991 as "Computer Programmer" in the Lecturer scale and still now working in the same pay scale (8000 – 275 - 13500) and designation and fully involved in academics (Teaching to Post Graduate & Under Graduate students), Training and research work. I have also enhanced my qualification completed. Now my qualifications are as under:
· Ph.D. (2004) Jamia Millia Islamia, Delhi, India
· M.Tech. (1998) Management and Systems I I T, Delhi, Specialization in IT
· Post Graduate Diploma in Computer Applications (1990) Jamia Millia Islamia, Delhi
· B.Sc. Engineering (1986) Civil Aligarh Muslim University, Aligarh (U.P)

From the present recommendations for the Computer Professionals like “Computer Programmer” is not mentioned, though I am the most senior person in the Lecturer / Assistant Professor pay scale will be junior who has joined the centre 1996 as “System Analyst” in the same scale. This is not correct professionally and ethically. Secondly the criteria for the selection procedure and qualification for both the post is same.
In the light of the above kindly modify the recommendations as below:
· Computer Professional who posses the qualification equivalent to that of Assistant Professor or MCA / M.Tech. (Computer Science and Information Tech.) Should be placed in scale of Assistant Professor and be considered for promotion under CAS as has been recommended by the committee for Librarians and DPEs. · All Computer Professional who is working in the pay scale of Lecturer / Assistant Professor should be designated to System Analyst to eliminate Anomalies.The report needs to be rewritten.
This is really a great gross injustice with Readers in University. UGC and HRD Ministry Pl. Go through with this matter in deep and try your best to remove this anamoly.

Please go through the following while implement the sixth pay commsion- your attention is needed.
The Hon'ble MHRD, New Delhi has instructed the UGC, New Delhi in it Lr. No. 1-1-2008-u-II. dt 18th January 2008 to examine the irregular professor promotions given in Osmania University under CAS on 7-6-2008, inspite of the UGC clearly directed .The OU authorities in its report vide D.O.No.F.3-3/2000/PS, dt 4-6-2008 to implement the UGC circular dt 9-7-2003 before issuing orders in order to shift the eligibility dates of professor promotees as large number of teachers, more than 60 teachers has been called for professor selections, though they are fall, short of eligibility conditions stipulated by the UGC, which are mandatory. The UGC report D.O.No.F.3-3/2000/Ps, dt 4-6-2008 explaining.
However, the OU authorities are issued orders on 7-6-2008 without implementing the UGC direction of its circular dt 9-7-2003 without shifting the eligibility dates, which led to loss of seniority of many teachers, in various departments and loss lakhs of rupees to state exchequer is nothing but mis-use of public money.
The university given professor promotions by counting the past services against para'8' of the UGC norms. Eg.Dr. Geetha Reddy of Geography department, who was promoted as Associate Profesor in July,2008, has given Profesor promotion in 2007 itself.
The OU authorities are continuously giving irregular promotions since 2003 July onwards violating all the UGC norms. The Hon'ble Upa Lokayukta at Hyderabad has find fenalt with the O.U authorities and issued an order on 23-3-2005 in its proceeding No. B2/432/2004. Several representations has been made to the UGC, but so far no action taken in this enmass irregularities.
On the instructions of the Hon'ble MHRD through its Lr.No. 1-1-2008-u-II, dt 18-1-2008, the UGC New Delhi has forwarded to Dr.Sharanjith Singh, Joint Secretary, pay scale Bureau, UGC, for further necessary action on irregular promotions, but so far no action taken, and the irregular promotees are continuing as profesors and drawing the higher scales.
Therefore, in view of the above I request your authority to review all the complaints made to the UGC since 2003 onwards before implementing the 6th pay commission recomendations in the interest of the public, as public money mis using on a large scale(crores of rupees) and issue directions to, Governor of Andhra Pradesh, Principal Secretary to Govt. of A.P. (HE) and vice-chancellor, O.U. authorities to revert all the irregular profesor promotions.

prof. chadda is behaved very rudely with assosciate professors. he probably has forgot his days as a reader. It is a gross violation of equal rights. All teachers have not been viewed with uniformity. I agree with all that chadda has made the report for only professors. The Decision taken by Prof. Chadda and his team is welcomed by new entrants but it is highly objectionable in case of pay band fixed for the reader/associate professor. Its seems that service seniority of the teacher is badly overlooked and such decision of wide ranging consequences will certainly affect the performance of the senior teachers who committedly doing their duty for duty sack. It may not be too late if Prof. Chadha and his team reconsidered these anomalies with right earnest before the matter become unacceptable law for the teaching community of India. Secondly, there is no clearcut guidline as what whould be number increament for the Assistant Professor who joined before 1.1.2006 or who have joined their service during 2005 or way back. This should be clearified before the pay package is approved.

The initial scale of an asst. prof. should be higher than what chadda recommended to attract bright and talented people to the profession it should be 24000 not below that.
what about if two person joining on same date one with NET/SET qualifier and other with Ph.D holder( before Dec2002).NET/SET qualifier not getting any increment while Ph.D holder gets four-five increment though they have same eligibility . How will you distinguish ? And Again if UGC change the eligibilty condition for those going for Ph.D from 2003 to 2009 without qulifying NET/SET these peoples getting more incriment than those from NET/SET qualifiers
The 6 the pay commission has not said anything about Management staff who are mere low paid workers . The commission should also include evening college lecturers and professors also.

Till today, our grapes of wrath has become more sour rather than sweet mainly concerning the fixation of readers' scales. We, the teaching members of Indian peninsula have nothing to loose but our dignity tinged with shame. The honourable members who attested the PRC scales think us, I assume, the ignoble nonentity. Still, whatever may be the decision is yet to come proves that the matter is not so much important for HRD.
We should, again, protest such blasphemous thinking about us. Let's gather our nets to strengthen and obtain our right at the earliest.
It Seems some professors have ultimately had time to put things into hub pages and have praised Chaddha as though he is god sent. They should remember that they are still within teaching community even if they are PROFESSORS. Chadha has donen injustice to a particular section of teaching commun ity should be enough for all "TEACHERS" to stage protest and state strongly that injustice to any group will not be tolerated. I think this is the right perspective inwhich PROFESSORS should think and act because ionce they were also Readers.

I would like to know according to the 5th pay commission if a lecturer in service acquires an M.Phil is he eligible for any increments in an university. I require some clarification in this matter as the pay order of the 5th pay commission doesnot mention exactly whether an in-service lecturer acquiring the M.Phil degree can get any incrments. At this juncture the only thing that can be done is to keep the pay scales and promotional avenues of the teachers in the lower as well as higher education at least one step above the most lucurative services of the Government. Under such circumstances there is no possibility, whatsoever, of keeping the Associate Professors / Selection Grade Assistant Professors in the PB-3.Why has the enthusiasism of the HRD Minister Mr. Arjun Singh, who was interested in implementing the recommendations before Diwali, dampened? Is it that the IAS Babus have proved stonger stronger? Would it not suffice if in future the Central Government Pay Review Committee would also be given the resposibility of pay revision of the higher education sector with the involvement of one member related to the profession and keeping the teachers just one step ahead of other Centarl Government Employees. This could cut the delay in the implementation in view of the fact that the skin of the bureaucrates would also be touched if they tried to delay the implementation of this part of the report.

the revised ugc sixth pay report by mos on 17th december seems to be good for all categories of teachers. It says
1 Under revised schemes assistant prof. with ph.d will move to associate prof. after completion of 12 years.
2Those who are presently working as lecturer sg or reader shall continue to be so designated till they become eligible for the post of associate prof.
under revised scheme an assis. prof. with ph.d in band 3 reaches about 39000 after12 years . Hence will move to payband 4.
the existing asst. prof. sg and reader will reach rs.35000 after 5 years and 36000 after 6 years .
the message is clear , the existing asst. prof. sg and reader will move (eligible) to associate prof. after completing 5or 6 years ut most . Moving reader at 12000 basic to band 4 will open pandoras box as in 6 cpc the payband 4 is given to the employees having basic 14300 and above.
I think teaching community should not make hue and cry and wait for the best.
It is unfair for the Readers that 12000 basic has now become only 15600 where as professors pay has more than doubled: gone up from 16400 to 37400
Is it possible to fairly pick up the best Professors for filling up 10% of post with 12000 AGP ? It is absolutely not. Lot of favouratism is not likely but bound to be made with caste/political/local pressures on V.C. The VC with the result either will not fill up the positions or will be defamed. What is the harm if this is made without any biasness for all those in the UNIVERSITIES who as and when complete 10 years as Professors, because a Professor in a university is already terribly occupied with higher teaching, academics, research guidance and a number of key work/policy plannings, etc., the cridibly of whom should not be doubted even after doing so for 10 continuous years.
It is not late even now. The HRD should just release the announcement that Reders/SGL in the pre 1 1 2006 scale 12000 to 18300 will be redesignated as Associate Professos wef 1 1 2006 in PB4. Govt must put an end to the cruel and sadistic treatment of Readers. Even before 1 1 2006 Selection of Readers/SGL required consistently good reports on the basis of which the screening committee had acted. Further regular readers were selected by Departmental Promotion committees having 3 members, 1) UPSC member Chairman, 2) J/Sec Govt of India Member 3) One from dept in the rank of Director General(Lt General) the selection was a very deep one (1/5). Such members were placed in 3700 to 5700 in the pre 96 scale and on 1 1 1996 after havinf been more than 5 years in 3700 to 5700 were allowed to cross 14940 and fixed at 15360 in the scale 12000 to 18300 and some of them retd in April 1996. Naturally they will be equivalent to pB4 WEF 1 1 2006 AS THE CASE OF pRINCIPALS. (UG)

Has FINAL REPORT OF MUNGEKAR COMMITTEE been accepted by HRD?. If UGC plays a drama like this now and then regarding this eligibility criterion, teaching community will not have faith in it. So,now on wards it should learn how to retain its faith in the public.Otherwise everybody laughs at it(UGC).
No, UGC has not annonced any Exemption from NET/SET for M.phil holders. But in its meeting on 3rd sep 2008 has mentioned that those who have registered for M.phil based on UGC notification dated 14.06.2006 may be exempted from NET/SET. The cutoff time is given upto 30.06.2009.But no news regarding the acceptance of this by HRD Ministry

It is a good news that students presently doing M.Phil are made eligible for lectureship but in many news paper it is written that they should have completed there degree in June2009 ? so it is that ....means those going to submit there thesis after that will not be eligible . Sir please there should be no such kind of condition for the current batch because there might be some delay if this condition is followed , please clarify this to all of us .
one more thing i heard that they are taking thia action of derecognising this degree because of declining standard of education , but sir in my opinion the students who were in this field are not of such low standard that they mess it up .Here i wanna tell you one fact which you might be aware of..is that two students one belongs to certain category scoring lesser marks and got admission but other who scores ahead of first is not getting even qualifyed in the test because he belongs to general category. what will he do now , will you call him a looser and decliner in standard of education.

I would like to submit following matters regarding the post of System Analyst. After 12-13 years of service, we are placed in PB-3 with lowest possible Grade Pay. Whereas vide letter no. D.O.NO.F.P1-1/87(T-II)dated 30th January, 1990 UGC said an M.Tech with 5 years of computing experience or an M.C.A with 7 years of computing experience can be given Reader's scale. Again in "GUIDELINES FOR ESTABLISHING/UPGRADATION OF COMPUTER CENTRES IN UNIVERSITIES DURING THE X PLAN (2002-2007)", it suggested 1st Class M. Tech.(Computer Sc.) OR 1st Class MCA with 5 years of experience as System Analyst are eligible for Reader's scale of pay. Now, in our University(Central), like some other central universities, all Reader's are place in PB-4. But as there is no communication from UGC regarding System Analysts, we are still in PB-3 with lowest possible Grade Pay .
The MoHRD issued notifications on 31st December 2008 for implementation of SPC salaries in the university system. However, the notification has ignored certain recommendations of Chadha Commission and regulation of UGC as follows:
1. There are certain positions in the university system which are considered as "isolated category posts" and these positions do suffer in terms of salary, promotion and a well-defined role in the university system. The disadvantageous positioning of the incumbents to these posts have lead to improper or partial utilisation of their services.
2. While the society and government talks of 'knowledge society' etc., the knowledge workers in the university computer centres are being placed and treated in most lackadaisically. Even those who played a crucial role in spread of computing culture in the universities are being neglected with repeated recast of their service conditions by UGC, MoHRD and other agencies.
3. The computer centre staff-members have planned, organised and conducted many technology or technology-based UGC-accredited curricular courses for over two decades across various universities. Even Department of Electronics (in late 1980s), MoHRD and UGC approved PGDCA, MCA and M tech courses for the Computer Centres.
4. The applicable notification of UGC relating to qualification of Computer Centre's posts states B Tech/M Tech (CSE/non-CSE), M Sc/Ph D (Technology/Science) as the requisite qualification. This is fine and at par with the requisite qualification for CSE faculty in the universities and technological institutions under AICTE.
5. The Chadha commission recommended that the computer centre staff should be assigned to 'Academic category', albeit with a sluggishly framed clause. The MoHRD notification (31st December 2008) stated that "the professionals like system analyst ....." shall have a pay-scale as per scientific/research organisations. Now the fitment table notified by the MoHRD has completely excluded this category. Possibly, only the pay-scales of ICAR Scientists, Senior Scientists etc are in total agreement with the university system. However, a clear-cut and judicious notification is required at an early date.
The present anomaly may be described by the following scenario of salary-fitment, where all the three category of incumbents below had service span in excess of 5 years on 1/1/2006 (in the pre-revised Rs.12000-420-18300):
A. Senior Systems Programmer/Analyst =>PB3 + Rs.7600 (grade)=>Rs.50,000 (approx Total Emoluments)
B. Deputy Registrar etc. =>PB4 + Rs.8600 (grade) =>Rs.65,000 (approx)
C. Reader/Associate Prof =>PB4 = Rs.9000 (grade) =>Rs.68,000 (approx)
I request that the university staff-members working in university computer centres, museums, archives etc should not be denigrated by the government and the decision makers. This will have an extremely harmful impact on the education system and ultimately on the Indian society.
Congratulations for the release of long awaited fitment table. Can any one guide me. I join the service as asistant prof. with M.Phil on 5-1-1995 got selection grade on 6-1-2005 complete three years in selection grade on 5-1-2008, what will be my pay band and what is my basic pay as on today.
The fact that the UGC Pay report approved by the Government does not incorporate the fitment table is strange and defies all logic. It is still more puzzling how the Teachers Unions have not pointed out this glaring blunder in a report. While the employees of the Central Government could have their first instalment of arrears, the UGC is yet to present a fulfledged report enabling the UGC teachers enjoy the new package, even after a lapse of six months.
Even more puzzling is the fact that the MHRD has introduced a strange philosophy of applying an illogical principle of classifying the Readers/Associate Professors into (a) those who have completed 3 years of service and (b) those who have not competed 3 years of service in the cadre as on 01.01.2006. No Pay Commissions have in the past made such a wonderful(!) classification, as adopted above, and thus depriving a just and equitable treatment to this hapless cadre “Readers/Associate Professors” which is the middle position between Lecturer and Professor. It is imperative on the part of the Government to set right this anomaly and do justice to this important cadre among UGC teachers.
Indifference in this regard will only complicate the matters resulting in discrimination and injustice meted out to this cadre.
Let the UGC, the MHRD and Government act and rectify the blunder committed.
College lecturers should have obtained their UG,PG and M.Phil. degrees as a regular student. Degrees bought through correspondence and by distance education should not be recognised for UGC pay scales. In Arts, cross major is a serious problem; it has to be studied by a commission. Some cross major PGs are teaching UG subjects that they did not study.
Subject: Anomalies for NIT’s incumbent Assistant Professor with PhD qualification- Revision of pay of teaching and other staff in Centrally Funded Technical Institutions (CFTIs) following the pay revision of Central Government Employees on recommendations of 6th CPC.
1. No performance based incentive has been given to the incumbent Assistant Professors who have been promoted on or after 1-1-2006 in the scale of Rs 12000-420-18300/- where PhD was the minimum essential qualification.
2. As per MHRD notification letter no. 1-32/2006-U.II/U.I(i) dated 31 December 2008, para 2a(viii to xi), Lecturer (Selection Grade) without Ph.D., who don’t meet the criteria for the post of Assistant Professor prior to implementation of 6th pay revision, shall not only be placed in PB-4 (Rs 374000-67000), but also be redesignated as Associate Professor. At the same time incumbent Assistant Professor with Ph.D. qualifications having 10 years of teaching experience, will be placed in PB-3 (Rs 15600-39100).
3. Further the revised pay scales have affected the seniority of the incumbent Assistant Professors who have not completed three years of service as Assistant Professor on or before 01.01.2006 and also those recruited/promoted after 01.01.2006. An Assistant Professor (selected on the basis of PhD as minimum essential qualification), who has not completed three years of service in the Scale of Rs 12000-420-18300/- shall be junior to Lecturer (Selection Grade) with B.Tech. or M.Tech. qualifications, having completed three years in the Scale of Rs 12000-420-18300/-.
4. In NITs, an Assistant Professor with PhD qualification has achieved current position after going through another selection process which was minimum requirement for Lecturer (SG) to be promoted as Assistant Professor. Now a Lecturer(SG) without PhD will be redesignated as Associate Professor and without facing any selection committee.
5. Here it is pertinent to mention that as per MHRD notification (F.No. 29-3/2006-IFD dated 13/12/2006) regarding “Clarification on seniority regarding appointment of faculties in centrally funded institutes under direct recruitment basis and through CAS” it is clearly quoted as “All direct recruits appointees shall en bloc be senior to those promoted under CAS irrespective of the date of their actual joining”. On the other hand the MHRD notification letter no. 1-32/2006-U.II/U.I(i) dated 31st December 2008 has affected the seniority of directly appointed Assistant Professors with Ph.D. qualifications against those promoted as Lectures (SG) under CAS.
6. As per the previous norms an Assistant Professor with Ph.D. qualification and having 5 years of service as Assistant Professor was eligible to be appointed as Professor. Whereas per the MHRD notification letter no. 1-32/2006-U.II/U.I(i) dated 31 December 2008 , the eligibility requirements for the post of Professor are “four year of experience as Associate Professor”. This indicate that the present Assistant Professor will have to wait for 3 years for becoming Associate Professor and then will have to wait for another 4 years for becoming eligible for the post of Professor, which means total of 7 years. So NIT’s incumbent Assistant Professors will have to wait for 07 years for becoming eligible for the post of Professor instead of 05 years. Where as in UGC system a Reader (Assistant Professor) will be requiring 3 years for becoming Associate Professor and then another 3 years for becoming eligible for the post of Professor with a total of 06 years. This will retard the promotion channel instead acceleration in promotion as claimed by CFTI notification.
In order to avoid above anomalies and to promote performance based merit, it is proposed that all the incumbent NIT’s Assistant Professors with Ph.D. qualifications should be redesignated as Associate Professor from the date as and when they were promoted/designated as Assistant Professor. Further Professor Goverdhan Mehta Committee has also recommended the same for the existing Assistant Professors with PhD qualification. (Explanatory Note on Page No 17, Para 3.3).

ugc has published its long awaited regulations for university/college teachers. 6.4.15 of regulations mentions "The incumbent Readers who have completed 6 years as Reader/Associate Professor on or
after 1.1.2006, shall be eligible for promotion as Professor and to be placed in the Pay Band
IV of Rs.37400-67000 provided one earns the required API

Another mistake is in 6.4.9 and 6.4.10 where ugc has mentioned Payband III of Rs. 37400-67000 with grade pay 9000.
In the revised pay scales, service conditions and Career Advancement Scheme for teachers and equivalent positions of the 6th pay recommendations. There is a phrase in Appendix I para (iii.It says the Mphil Degree or equalent professional course such as M.Tech/ LL.M. etc shall be eligible for AGP of Rs. 7000 after completion of 5 years service as Assistant Professor subject to condition that the M.Phil degree or post graduate degree in professional courses is in a subject relevant to the teaching discipline.
I have finished M.A. Tourism, which is recognised by UGC as professional course. Can I get promotion in 5 years as said in the passage.
In the revised pay scales, service conditions and Career Advancement Scheme for teachers and equivalent positions of the 6th pay recommendations, there is a phrase in Appendix I para (iii), which says the Mphil Degree or equalent professional course such as M.Tech/ LL.M. etc shall be eligible for AGP of Rs. 7000 after completion of 5 years service as Assistant Professor subject to condition that the M.Phil degree or post graduate degree in professional courses is in a subject relevant to the teaching discipline.
I have finished M.A. Tourism, which is recognised by UGC as professional course. Can I get promotion in 5 years as said in the passage.
All those recruited should not go for Committess, screenig etc. An age limit for going into Screening is necesssary. Those who have passed 45/50 should be having a Free Pass tto Associate Professorship.
Those recruited prior to 2000, should be allowed to go for Associateship without any Screeening.
Those who assure of getting their P. hd. should also be given free pass to higher scale without any Committee.
All Those who get 12000, before applying / Accepting the UGC Scales by the State Should be allowed to go ahead for the Higher Scale

Readers/SGL's Pre 1 1 2006 scale 12000 420 18300 is superior to the former 2 IAS,IPS and Organised central services scale by virtue of higher rate of increment and same end maximum.

Already Principals UGColleges having identical scales of Readers/SGL (pre 1 1 2006) are placed in PB4.
It is a simple logic to place Readers/SGL also in PB4 wef 1 1 2006.
