COINTELPRO was a culmination of tactics used early in J. Edgar Hoover's career
...In all of his years as the head of the FBI, Hoover’s modus operandi never deviated from its original form when it came to racial matters. By the 60’s, his craft of infiltration and instigation was perfected and it culminated in the creation of a national counter-intelligence program called COINTELPRO. The Black Civil Rights and Black Power movements weren’t the only victims of counterintelligence. Women’s Rights organizations, religious groups, as well as American indigenous groups, student groups and anti-war protesters were also among the lot and suffered just as badly. Hoover used his talents at deception and diversion to infiltrate and “crack down” on the Ku Klux Klan, as well. Unfortunately for Hoover’s FBI, attacks on the Klan did little to cover the common knowledge that law enforcement, on any level, often was in cahoots with Klan membership....
