Although I don't have access to Indian National Records, I believe that the following short history clarifies the controversy.
The first public singing of Jana Gana Mana, which later became the Indian National Anthem, was in 1911, (27 December, at the Calcutta session of the Indian National Congress) three years before Captain Ram Singh Thakuri was born.

Thakur (or Thakuri) composed the current band-version of the Indian national anthem, Jana Gana. (http://en.wikipedia.org/wiki/Ram_Singh_Thakur) He composed a number of other patriotic songs for India.
