I have a graphic novel idea, but I don't know how to go about finding an artist or even working with an artist. How does one convey one artistic idea to an artist of an entirely different genre?

An artist can usually create a scene from your description. Illustration is usually done depicting a particular page or scenario. I do all the illustrations for my ebooks but they are mostly instructional. A good artist can work from your ideas.

It is easiest if you write in script format.  There is a version specifically for comic books.

Shibashake on Hub Pages is an amazing graphic artist. He does all his own artwork for his Hubs and has a blog.
