I'm in Texas, north of Dallas. It's usually safe to start planting annuals after April 1 when there's little chance of frost. I usually wait until late April to plant perennials or shrubs and trees.

Phoenix Arizona, depending on the plant and how well it can handle the heat you can plant year round here. It's great for vegetable gardens and our citrus trees bear fruit 4 times a year.
I live in the southeast. As a general rule we do not plant anything before May 10th. This is how my grandfather taught me. I'm sure there are those who do make exceptions.
