Good question MLoud. Knowing what to do and doing it right can potentially save you a lot of money. As far as draining it it's up to you, it won't cost you any extra but it's whether or not you want to keep it clean for the next person to move in to your home.

Since your moving anyways, I don't think there's a point. It's really up to you. It's more of an ethical, question, I am guessing, than anything. There's nothing inherently wrong with it, I mean, it won't destroy the water heater. It's all about how you want to affect others, I guess.
