Can a housing society impose charges for display of boards on premises running commercial activities

Ours is co operative housing society and where in commercial activities are being carried out in some flats and accordingly these premise owners have displayed boards on their premises so that public can know what products they are dealing in.Obviously I understand it is fundemental right of flat owners running commercial activities to display boards on their premises but for this housing society is imposing extra charges as board charges to these particular flats, I Understand only muncipal corporation has right to charge for boards.As per what rule/law society cannot charge these charges?
