How do you fall asleep without using relying on (legal) drugs?
Falling asleep is a normal thing for every living things. Other people even say that plants do sleep too. Living things need sleep or rest to recharge their energy. Lack of sleep causes negative effects to the body. Some effects are lack of concentration, weak immune system, and weakness of the body. People who do not or cannot sleep normally suffers on what is called as insomnia.

How to fall asleep without relying on drugs?
Their are many techniques on how to fall asleep other than taking drugs. I'll tackle a few thatI have found effective. Some of the following techniques can be found in this website.
Their is a thing that is called Emotional Freedom Technique (EFT). What is EFT?
Emotional Freedom Techniques (EFT) is a psychotherapeutic tool based on a theory that negative emotions are caused by disturbances in the body's energy field and that tapping on the meridians while thinking of a negative emotion alters the body's energy field, restoring it to "balance." There are two studies which appear to show positive outcomes from use of the technique, but another study has suggested that it is indistinguishable from the placebo effect. Critics have described the theory behind EFT as pseudoscientific and have suggested that its utility stems from its more traditional cognitive components, such as distraction from negative thoughts, rather than from manipulation of energy meridians. EFT is created by Gary Craig in mid 1990s. It is meant to simplify and improve Roger Callahan's Thoughts Feild Theraphy techniques.
Another technique that helps you fall asleep is listening to cool music while in bed. I've tried this technique and it is ussually effective. Music helps stimulate your mind to rest.
Sleep in the dark or with lights off. I ussually sleep with my lights off. It helps you sleep better because lights can disturb your sleep. especially if it is in the ceiling or directly opposite to you.
If you don't want to be disturb while you sleep, do not set your alarms or tell someone with you not to wake you up.
Reading some books before going to bed helps you fall asleep too. Reading causes your eyes to get tired. Or if this is not effective because reading sometimes makes your mind preoccupied and busy, try writing. Maybe writing a journal or diary or any writing. I ussualy keep a journal in my bed just to clear up my mind.
Avoid drugs or medicines before sleep. Sometimes drugs and other medicines affects our sleep. Do not drink coffee too. Coffee has caffiene and it makes your mind awake and can't sleep.
Wearing a mask too helps you fall asleep because it keeps light out of your eyes.
This are the techniques I ussually do. If this is not effective try searching the Internet for other techniques.
