Being a member of the Pagibig Fund (also known as HDMF or Home Development Mutual Fund) is a mandatory requirement for all employees covered by the SSS and GSIS, private employees, household helpers, seafarers, OFW and those who are listed below. Just like SSS, GSIS and Philhealth, Pagibig Fund is also administered by the government which aims to provide affordable and easy house and shelter financing to all Filipinos member of HDMF. So if you are working right now either private, in the government or is self employed, I assume you are already a member of Pagibig fund. If not, you are missing a lot. Register and become a member now and enjoy all its benefits and programs the government designed for everyone.

Why should you join HDMF?

  • because it is a type of Mutual Fund where your money would grow higher than other investment wheels like savings. Right now annual growth interest rate of Pagibig Fund is 4% per annum.
  • because it caters housing loans and financing with lower rates than regular banks
  • because monthly contributions is cheaper than other types of Mutual Funds
  • because it won't likely go bankrupt as it is supported by the government

Who are required to join Pagibig Fund?

Pagibig Fund focuses on housing and shelter programs while SSS and GSIS focus on lifetime insurance. Who are qualified to become a member of the Pagibig Fund? What are the requirements? According to the official website of Pagibig Fund , you are required to be a member if you are listed below otherwise you become a voluntary member.

  • All employees of GSIS regardless of their status of appointment including members of judiciary and constitutional commissions.
  • All members of SSS including a private employee who under 60 years old, a household helper earning at least P1,000 monthly, a Filipino seafarer, a self-employed person regardless of occupation or business with income of at least P1,000 monthly and below 60 years old and an expatriate whose age is not more than 60 and is compulsorily covered by SSS who is living and working in the Philippines.
  • Uniformed members of the AFP, BFP, PNP and BJMP
  • Overseas Filipino Workers

Pagibig Fund Voluntary Members

If you’re not listed above the mandatory members, you can still apply to become a member of HDMF if you are 18 years old but not more than 65. Register as voluntary member if you are:

  • Non-working spouse
  • Leader and member of religious groups
  • A member separated from employment, self employed individual earning passive income or a pensioner, or investor
  • Public official or employee not covered by GSIS such as Barangay Chairman, Barangay Council, Barangay Official, Sangguniang Kabataan, Barangay Secretaries and Treasurers
  • Employee of an employer granted a waiver or suspension of coverage by the Fund under RA 9679


Pagibig Fund Benefits and Requirements

Provident (Savings) Benefits

Because Pagibig Fund is a mutual fund, its members can enjoy the amazing refund of total accumulated fund (member’s total accumulated contributions), plus the employer counterpart contributions (if any) and the dividend earned upon the time of the claim. Wow, how cool is that! A member can withdraw all his contributions including the dividends and employer’s share when:

Maturity of membership – you must have completed at least 240 months of contributions (that is equivalent to 20 years baby). For POP (PAGIBIG Overseas Program) members, it can be at the end of 5, 10, 15 or 20 years depending on the option of the member upon his registration. If you are claiming for this option the documents required are:

  • 2 valid IDs (photocopy and original)
  • Updated Service Record if government employee
  • POP Passbook if POP member


Retirement – this is compulsory upon reaching the age of 65. But you can claim your Pagibig fund too upon your retirement provided you are at least 45 years old. Wow, that is so good especially if you want to retire early and enjoy traveling and the pleasure of life. You may retire at 60 or choose any retirement program your employer offers too. Papers required for claiming for Paigibig retirement benefits are:

  • Application Form
  • 2 valid IDs (photocopy and original)
  • Updated Service Record if government employee
  • POP Passbook if POP member
  • NSO authenticated birth certificate (photocopy and original)
  • SSS/GSIS Retirement Voucher if retiring with SSS/GSIS
  • Notarized Certificate of Early Retirement if private employee retiring at least 45 years old

For PNP and AFP: the above mentioned requirements plus

  • Order of retirement
  • Updated Statement of Service
  • Statement of Last Payment or SOA


Permanent or Total Disability or Insanity – this benefit program is for those who suffered from the total disability and other cases approved by the Pagibig Fund Board of Trustees. Requirements for this are:

  • Physician’s Certificate/Statement of insanity
  • (for private employee) SSS Total Disability Voucher
  • (for AFP, PNP and Army Personnel)
  • Compulsory Disability Discharge Order
  • Updated Statement of Service
  • Statement of Last Payment


Separation from the service due to health reason – in caseincapability to work anymore, the requirements to claim for Pagibig benefits are:

  • Physician’s Certificate/Statement
  • SSS Disability Voucher (for private employee)
  • Notarized Sworn Employer’s Certification that the member was separated from service due to health reasons

Permanent departure from the country – in case the member will no longer live here and migrate in another country or abroad, he can file to claim his benefits with these requirements:

  • Notarized Sworn Declaration of Intention to Depart from the Philippines Permanently – download the form here and fill it out then let it notarized

Original and Photocopy of any of these documents

  • Valid Passport
  • Immigrant Visa
  • Residence Visa
  • Settlement Visa


Death – the beneficiary of the deceased member like widow/widower, sons and daughters and qualified legal heirs can receive death benefits from the PAGIBIG Fund. The member’s beneficiary can claim benefits by submitting the following documents:

  • Death Certificate of the member authenticated by the NSO
  • Funeral receipts or certification from the funeral parlor
  • Notarized Proof of Surviving Legal Heirs
  • NSO authenticated Birth Certificate of all children or Baptismal Certificate
  • The claimant’s NSO authenticated Birth Certificate, Marriage Certificate (if married), CENOMAR if single or Certified True Copy of claimant’s Baptismal or Confirmation Certificate


Pagibig Housing Loans and Programs

The Pagibig Fund aims to provide affordable and low housing loans programs such as “Gabay Pabahay” program, Socialized and Low-cost Housing Loan Restructuring and Penalty Condonation Program, and “Maagang Pabahay, Disenteng Buhay” program also known as acquired assets. Since real estate and housing schemes are widely offered to the public here anywhere, applying for housing loan with Pagibig is the easiest and the most affordable. Pagibig loans are in the completion with large banks in the country also providing flexible housing loans and financing options.

  • Loan amount P 1,000,000
  • Payable in 4 years has principal and interest of P24,648.30 monthly

Pagibig Multi-purpose Loan

Pagibig Fund offers and provides financial help by means of multi-pupose loans for the needs of its members. To make a new loan, a member is required to have at least 24 months of contributions. Some other conditions must be met too. Pagibig Fund also offer renewal of such loans provided the member has good records or standing.

Pagibig Calamity Loan

Just like GSIS and SSS, Pagibig also provides loan assistance to its members who are victims of calamities and unforeseen events. Some people refer this as emergency loan too. To avail of this loan, the member must have paid at least 24 months of contributions and also meet the other requirements and qualifications of Pagibig.

hello po ask ko lang po nagkaron kc ng cash loan asawa ko for worth 2M under sa name nia. 30 yrs ang payment dapat. pinang collateral nia ung bahay namin. Something came up at nagsara yung employer nia. Hindi na namin nabayaran yung loan ilang taon na po. Pwede ba syang makasuhan non kung meron naman pinang collateral yung pagibig katumbas ng money niloan nia? And also, kung dumating yung time na mag retired na sya, pwede pa din ba makuha ung retirement funds na naipon sa pagibig kahit nagkaron sya ng loan na di nabayaran? Kasi kung magloloan pa sya sigurado na yun na hindi na granted since me existing loan sya. Kaya kung sakali ang inaasahan me makuha pang retirement funds. May tanong po ako na matagal ko ng hinahanap ng sagot...

Active member po ako ng pag ibig from 1999 to 2009. Nun pong 2009, nag multi purpose loan po ako ng di bababa sa 150K. At nun rin taong yon nagkaleche leche buhay ko sa pinas kaya nag decide ako mag abroad :). sa pagkakatanda ko e naka 1 month lang yata akong nagbayad or baka wala pa. Ano po kaya ang estado nung loan ko ngayun? Ang mabigat na tanong ko po, kung ako po ba ay babalik sa pinas para magtabaho ulit, irerequire po ba ako ng pagibig na bayaran yung naiwan kong loan? May chance po kaya na pwedeng i offset ko nalang yun versus my contributions? Then simula ako ulit mag contribute na as in parang walang nangyari?

Sana po ay makakuha ako ng kasagutan. Ito lang po kasi ang dahilan kung bakit nagaalinlangan akong bumalik sa pinas for employment.

The earlier you processed them, the sooner you will see a result :) If you are qualified already to receive Pagibig grants, I think it's better if you file your claim while you are still in the Philippines so you'll know what you still need to submit of there are any and you'll know your status too

I think you can resume your contribution and update your membership status to become active again. It is best if you check your account at the Pagibig office to know what is best for you and your current status should you change to being married

Good Day, ask q lang po. Retired na po aq since 2010 pa. Saan ko po ba pwedeng malaman yung mga contributions ko kasi tatlong companies na ang pinapasukan ko. Yung una, from Taytay, Rizal. yung pangalawa, sa Baesa, QC. Pangatlo, Geostar Philippines sa Binondo at Cavite tpos Laguna. Papano ko po ba mattrace yun, kasi magfifile na po ako ng claims. Im already 62 yrs. old. Thanks. :)

@Arlene @LJ HDMF provides condonation program every now and then. I think there are some cool programs available for delinquent borrowers and members who availed of housing loans. It is best if you talk to a Pagibig officer about your case to see if you are entitled for their current program like the Non-Performing Asset Resolution Program (NPARP)

Yes, just present your late Dad's death certificate and your Mom's marriage certificate, valid ID. Also let her bring any Pagibig record, ID when applying for the claim. Fill up the application form for the claim. Help your mom as she needs you by her side. God bless!

You have two ways: Either ask your employer about it or go to the Pagibig branch handling your membership ans ask about it. If you chose the latter, don't forget to bring valid IDs. Ingat :)

20 years is the requirement but there special requirements like 5,10,15 or 20 years for Pagibig Overseas Program members. The requirements are listed in the article. You can download the application form and fill it up before submitting it at Pagibig. Thank you. :) Have a nice day!

@Ricky You better go to Pagibig office and ask about your qualifications. In the early times, I know the qualifications are different (like the 10 years now became 15 years...), you can claim yours if you have met their specific requirements. God bless.

retire po ako sa isng companya 18 yrs in servce ... wla pa ako sa 45 yrs old pwde po bang ma claim yng hulog ko sa pag ibig khit 42 plng ako..
