It is rubbish - delete it, and cease contact.
I receive at least 15-20 of these every week, and always delete them immediately.
They are all well known scams.

It's fraud. Don't trust them. Never deal with such people.

This is a common fraudulent scheme called Phishing in which someone tries to steal your personal information.
It is a scam and do not get involved in it. People that fall for this kind of thing lose huge amounts of money. There is no such thing as an anti-terrorism certificate.
It is not true.
