WOW Fantastic, I believe perfect peace is a good end and the aggregate of evil a bad end. Means is the process and justify the reasoning in the process.
Having said that I agree with your original quote bad "ends" is justified by bad "means" (KIS).
Agreed, Reflection is a good practice, it can direct you into making better decisions.
My practicallity may be diferent than yours, I believe it is a matter of conscious still you have to reap what you sow even when impractical and have a marred sense of pragmatism.
In an extreme case where you have to protect the life of a child, the ends justify the means. In the final analysis, one has to be alive to have a conscience.
