Child Welfare

 Child Welfare, now here is a government run system that really needs to see some reform. In my state this agency operates under the name of Children and Youth so when you see that term through out my writings you will understand that this is the organazation whose job it is to protect the best interests of the children in our state.

I have recently (In the last 2 years) had a lot of first hand dealings with this incompetant organazation and have discovered that in almost all cases this angency is so politically corrupt that the children and families of said children are victimized more thouroughly by Children and Youth than by the people thay are supposed to be protecting them from.

My first Hub on this topic was written to tell the story of how my grandaughter and the rest of our family has fallen prey to the whims of this inept organazation.


Children and Youth Abuse the Children

My family has been dealing with this agency since Dec. of 2008 and they have done absolutely nothing but harm to my granddaughter and our family.

I have been in contact with many other families in the area that have been treated as unfairly as we have so I know that ours is not an isolated case and that the entire system is really screwed up.

My granddaughter has been subjected to all forms imaginable of mental abuse while in the care of Children and Youth who then want to blame her and be surprised when she acts out. Since I wrote my first hub there has been a number of things happen.

First I went to the website of this agency and clicked on the contact Children and Youth button. I wrote a very detailed e-mail requesting that someone please review the Hub I had written, I provided a link to the Hub and did not really expect a response. I was pleasantly surprised when the following day I received an e-mail from someone who identified herself as the Assistant Deputy Director  of Social Service.

Sounds pretty impressive right? I thought so too, I was apparently wrong. The e-mail I received indicated that the person was in a position to be of some help if I could provide specific details. I was overjoyed. I happily sent her the information she requested. She then sent me a second  e-mail about a week later stating that she had reviewed all the documentation in the case and was still unclear about some of the thing I had written in the Hub, specifically there was no indication in the case file that either of my grandsons had claimed they were also being abused, and there was nothing to suggest that Granddaughter had seen a therapist, as ordered, during the time she was living in my home.

Confused but still hopeful I went to the local police station and requested copies of the report that they had taken when we first reported the incident. With that and a Daily billing log signed by the therapist that had been coming to my home 3 to 4 days a week I went to see this women.  She dutifully made copies of both documents and told me that she would be looking into it.

Nearly a month went by before I heard anything more about it and when I did it was a phone call informing me that they had found sufficient cause to open an investigation into the conduct of this case worker. As one might guess we were estatic. I thought at last something was going to be done to help our family. I could not have been more wrong.

Children and Youth Review

The Assistant Deputy Director of Social Services along with her Supervisor and some other unnamed parties conducted a review hearing to look into the apparent mis conduct of the case worker who was handling our case.

It was determined that the case worker had indeed acted outside of her authority and had committed more than one instance of fraud by mis representing the facts involved or by failure to reveal all pertinent information.

I was told this in a letter signed by "The Assistant Deputy Director of Social Services". I was also told in this letter that the case worker would be disciplined for her conduct, and that the The Assistant Deputy Director of Social Services would be monitoring the case personally from then on. What a Joke!

Children and Youth it gets worse

 The Assistant Deputy Director of Social Services monitoring of this situation is probably one of the biggest frauds to date. Right up there with the case worker being disciplined for her misconduct.

The case worker is still the worker handling granddaughters case. Nothing has been done that would even indicate they intend to correct this situation as a matter of fact just the opposite is true. they have continued to treat the part of the family that was\is actually trying to care for this child as criminals. We are allowed to visit her but only under strict supervision. She is dragged to a review hearing once every month only to be told that she cannot come home. She is currently being housed in an orphanage like she doesn't even have any family.

Children and Youth crystal clear threat

I just found out today that the worst possible attempt by this caseworker to date to destroy my granddaughter is that she was to be granted a home visit for the Easter Holiday but as it turns out it is not a Home Visit but a day to spend with The Foster Family.

This is a clear case of mental abuse if ever there was one. It is absolutely ludicrous for this case worker to think that this poorly veiled threat of what is to come is acceptable by any standards.  

It is clear that her intentions behind this home visit have nothing to do with bringing my granddaughter home, and everything to do with reminding us that she is still firmly in control and that anything she views a failure on the part of granddaughter or the family will result in Granddaughter being sent back to the care of the Foster Family.

So I ask again where is the justice?

Thank-you both for taking the time to read. Yes Faybe I have tried many of the suggetions on the other Hub, and as you can see we are still looking for something that may help.

Ohma, I am so sorry about what you are dealing with. I have never had first hand experience with the child welfare agency, but I knew many people who have. Each and every story is a horrific nightmare.

You are so right about reform. I do hope your situation turns around soon.

This hub and the first one on the subject, When Help is No Help, were very hard to read and to realize the anguish that you and your loved ones have been going through. I only have three grandchildren so far, but I was thinking earlier today after a small incident when my five-year-old granddaughter got embarrassed about something and covered her tearing eyes -- I thought how very much these children -- and all children -- need a grandma and a grandpa and what a privilege it is to be a grandma to this special girl. I can tell you already know these feelings. May you be blessed as you carry out your sacred responsibilities and errands in this work.

It's insane that this is going on!!I have read so many stories like your while researching child abuse. You want to know what’s even more INSANE, is that nobody really knows the severity of what’s going on!

Not only are their situations like yours, were children are taken by (C&Y, DSS, CPS, or DHS whatever they go by their all corrupt) and put into foster care when there is a capable family member, but they are also being taken from capable parents!

I read a story not too long ago where a woman’s 3 children were taken because one of them was sick and had been absent 2days over the allowed time. She even had a doctor’s note (that they would not take into evidence) where she had taken her son to the doctor a 4days before.

And you are so right, that social worker is trying to say..If you try and mess with me, I can make it even harder for you. The women that had her three children taken away knew what had happened was wrong and obtained an attorney. Soon after she hired the attorney, CPS started retaliating. Since the hiring of the attorney, 14 children (nieces, nephews, and cousins) have been picked up by CPS with little to no explanation. Her attorney is very confident in the return of her children, as well as a law suit.

Have you thought about hiring an attorney? I know there expensive, but if there is a local college that has students who are studying law, sometimes you can get a student in their internship to do pro bono. Honestly i am surprised that someone in your state hasn't started an organization. Your state is one of the worst in this form of kidnapping. If someone has started some form of advocacies or organization, a lot of times a firm will volunteer to take on cases. It may be to get their name in the news, a winning name.

CPS knows who to target and take advantage of, usually those who would have trouble paying for an attorney, single mothers, average families that are just trying to make it in hard economy.

Have you thought about an attorney that may take on your case conducted with a law suit? A lot of times they will hold fee’s and take a percentage of lawsuit.

Just happened upon your title, "Child Welfare" and had to check it out. I'm the owner of the FightCPS website -- ever heard of it? These are issues I deal with daily while trying to help desperate families who are being torn apart by child welfare agencies.

I am glad you stopped by.

I would love to be able to tell you that things are better but honestly nothing at all has changed except the fact that I am no longer allowed to even visit granddaughter theses days. The case worker claims that I am hostile. Imagine that. I will check out your site at first opportunity.
