Microwaves through the walls?

One thing that struck me a interesting in the D.C. Navy Yard shooting suspect, Aaron Alexis, is that beforehand he mentioned 3 strangers harassing him near his hotel in Rhode Island. These strangers he told cops had a microwave machine that messed with his mind, he claimed he couldn't speak. Plus it came through the ceiling/walls. Now is Aaron lying or did he have a valid concern? This device reminded me of 2 video games that has something similar. The Mesmetron in the Fallout series and the character Yuri in Command and Conquer 2 series.

The Mesmetron is a weapon that is used to control a human character's mind. It can make that character crazy, dizzy and unaware or rare cases make their head explode. It is received from shady strangers in Paradise Falls to capture victims. It use some type of electric impulse. Next, the Yuri character. Yuri is connected to a psychic beacon it is a huge mind control machine. Plus he has a device on his head. Yuri basically can zap the opposing teams units to make them switch sides and can controls them. Microwaves is basically another form of electricity, and these 2 items use electricity as a weapon and to control a character. Could those strangers Aaron talked of took ideas from these games? If it is true then it is quite possible. They seem very similar to his story.
