Why can Obama not pull ahead in the polls?

Obama has open access to a supportive media, over twice the campaign funding of his opponent, the largest political machine in history with the biggest campaign staff ever seen in America, control of executive branch policy, and all the other advantages incumbency and money can buy for the figurehead of the liberal establishment, yet he seems unable to secure a real lead over the uninspiring Romney, a candidate coming off a bruising primary process with a reluctant base of support. Why is Obama stuck in low gear?

Historically, the liberal candidate in US presidential races overpolls during the campaign. I see your reasoning, but it seems to be based on feeling and speculation. Is there some objective information to support it?
