Josak, you do not get the tax break unless you've purchased insurance. They can't afford insurance which must be paid monthly. It's not like the ins. co. will wait till the end of the year for payment. The penalties begin in 2014 not 2016.
The penalties for 2014 are much lighter however.
It is apparent that you should read the Law Josak. The penalties are per person or a percentage of income whichever is GREATER. There is no flat penalty. Even so, that isn't anyone "saving" any money to help them.
