Neither one of them should have more importance, as both of these branches of government need to work together for the people, and the country.
The sad part is the two years before a presidential election, the congress goes on an unofficial hiatus, so they can campaign as incumbents, or for their party. Both of these activities, are not beneficial for the country or the people as evidenced by their results or lack of results in US history.\
2008 is an example that shows while campaigning instead of focus on their elected position responsibilities, and duties, the economy collapsed even before the election. While the economy was not a main issue of that campaign, it should have been one, but the congress was distracted by duties to themselves, and their party, at the expense of the people and country.
