Should criminal charges be brought against British Petroleum (BP)?
Of course not. The criminals are gas-guzzling Americans.

The fact that the American people are too immature to see the consequenses of their crimal greed is no-one's fault but theirs.
Yes. The fact that Americans use a lot of oil does not excuse the criminal negligence of BP in getting the oil. It has been widely reported that BP took dangerous shortcuts to save relatively few dollars in comparison to total costs of drilling.
BTW, it is not the fact that Americans are gas guzzlers that is the main problem. The problem is that there are too many Americans, Central and South Americans, Europeans, Chinese, Indians, Africans, Japanese, southeast Asians, middle-easterners, etc. That means too many people everywhere, more and more of whom are taxing the available easy-to-get resources. That means drilling in the Gulf, for example, is necessary to satisfy worldwide insatiable demand. A "gas-guzzling" world would be perfectly viable with just 1 billion people instead of almost 7 billion.
So everyone "conserves", riding their bicycles, and sweating without air conditioning. Then the population goes to 10 billion or 15 billion. Then what?
ABORTION, BIRTH CONTROL, INFANTICIDE, SPAYING AND NEUTERING, STOPPING CHILD WELFARE SUBSIDIES ARE THE ONLY SOLUTIONS! You aren't willing to do that, so "Mother Nature" is going to do it for you.
What is to blame are the worldwide cultures and religions that encourage unlimited breeding without thought of consequence.

How many workers got killed on their rig? That issue seems to have gotten lost among all the speculation about caps and flow rates and pictures of birds with oil on them. If the company neglected the safety matters on the drilling -- and the indications I've seen are that they did -- then you've got some form of homicide charges.
