Why are we morally bifurcated when it comes to acts of the government and private enterprise?

I have asked this question to countless people and haven't found anyone who hasn't simply avoided the question. Take anything that the government does on a regular basis, whether it be taxes, subsidies, special interest towards certain ethic groups etc. Then imagine that a private company was doing the same thing. Is there a difference in your reaction and/or moral assessment? If there is, why?
