I can tell you that when the only people who show up at protest rallies are university students, no government is ever going to care. The politicians and police in the US just roll their eyes and call the protesters cry babies. Governments pay attention to cashflow and law and order. That's it. Oh, and if the army mutinied, they would pay attention to that too. I think another reason they don't listen is because no citizens have figured out what the next step should be when their protests don't work. Is the next step to promote alternate solutions regarding war, like a national referendum requirement? Is the next step a massive secessio plebis where millions of citizens threaten to emigrate elsewhere? Is the next step to have millions of skilled professionals threatening to quit their jobs all at once or to stop buying goods and obtaining loans in order to deliberately wreck the national economy? I don't know. These are some non-violent alternatives to protesting that would force a government to pay attention. The US doesn't have many unions, so its citizens could never pull anything like this off.
