          I thought that sale of marijuana to the general publc is illegal even in California

          As long as the person casting their ballot is an American citizen over the age of 18 and can establish proof of residency at the locale where he or she lives, then the right to vote is given regardless of whether incentives are involved. But the incentive should not be the possession of controlled suibstances.
