    However, a Washington Free Beacon analysis found that the Obama administration and Democratically-controlled Congress did make a "massive" investment into Baltimore, appropriating $1,831,768,487 though the American Recovery and Reinvestment Act (ARRA), commonly known as the stimulus. "

    So obviously throwing money at the problem doesn't seem to help. What did Baltimore do with almost 2 billion dollars? And what did it do to help fight poverty and crime? Nothing, as far as I can tell. … -stimulus/

    Where, exactly, did 2 billion dollars go?

      Your guess is as good as mine. But a lot of upscale neighborhoods got new streets. Downtown got a lot of improvements and that shiny hotel is still losing money but it still is operating. Brand new cars for city politicians also make you wonder.
