How can a war be declared over when the war was never declared by Congress?
And if it is not war, how come MOAB deployed?

$300 million to develop a $16 million MOAB to kill 36 ISIS fighters.  = 11 tons of TNT.

Confused as to why have a 17 year war in Afghani that is not considered a war. Please somebody explain to me.

MOAB was deployed as a warning to terrorists and, likely, others.

Somehow I don't think MOAB was developed to kill 36 ISIS fighters, regardless of how many times you say it was.  That's like saying we went to the moon in order to discover Teflon.

It is not a "war" because politicians don't want to call it one.  And probably because it is so limited in scope, although we've done that before (Korea, Vietnam).  Must keep the terminology sanitized and if it means the truth slips aside, oh well.
