For costumes, drape yourself in a black sheet and go as an "ink blot", or wear a green leotard and tights and go as an "inchworm".
For party ideas, I think Wyatt's answer - "Islander" is the best. But here are a few other potential themes: Indy 500 (do up the racecar stuff), Irish (make it green!), igloo (do up the winter theme - might be fun in the summer!).
