Rights to adoption

Hi my name is caroline and im 27years old. I have been informed that I have a 10 year old sister who was adopted at birth. I to was adopted myself when I was 10 so I did not know of her ware abouts. My bilogical mother ahs mental problems and therefore I am unable to get information to help me with this. I know being adopted myself means that there are some boundaries and that the families may not want me to be in touch but I would really appreciate any help with finding her or just knowing my rights. Many thanks, Caroline Curtis.
