Depends on which OS you are going to use Windows or Linux.
For window you could use WampServer or Xampp.
There are others you could use do a google search I used the search keys words (windows based php mysql) which came up with good how to's)
If you are panning to use Linux just change the key search words to this (Linux based php mysql).
And it will give good how to's also.
