my uncle used too have such white dotted marks behind neck. It used to grow up and enlarge leaving a white portion of skin and it was easily visible because his normal skin colour was brown. Consulting skin specialist and applying ointments along with having some tablets made him recover from that probelm. But the scars continued to be there, so he had to apply creams and sandalwood paste over it to make the skin regain normal colour
