What is best place to outsource C++ programs ,for school projects

I thought people were actually supposed to do their own projects or is the project to outsource and not to write programs. If you're in engineering I promise you that you will need the programming experience in the real world.
I've done Visual C++ for 15 years with science and engineering applications.
