The day of easy, fast acceptance into Adsense program is long gone. Your site must be at least active for 3 months prior to your making the application.
Meanwhile, refrain from any form of monetization. Let the site age, update it with fresh contents and re-apply later.
It's worth the wait!

It's better to improve the quality of your content and send it again for submission.
