Yes there is a program called dupefree that will check the web for duplicate content. It is available here http://www.dupefreepro.com/free when I last looked (10 minutes ago)

Most freelancers depend upon http://www.Copyscape.com to verify that writing is free of plagiarism. It isn't free, but it is incredibly accurate and people willing to pay for unique writing depend almost entirely on it for verification.

As apollog said, copyscape is probably your best bet. The only catch is that it can obviously only search for exact duplication, meaning that an enterprising plagiarist can just move words around or synonyms and effectively copy your material. I don't know of a better way to fight it but at least copyscape will help fight the imbeciles who copy and paste
